当前,主题乐园的游客吸引力强劲,已成最受欢迎的游玩目的地,主题乐园成为各
地抢占旅游市场的重要手段。方特作为我国第二大客流量的一个主题乐园品牌,玩乐项
目丰富多样,增长潜力巨大。截至2019年,方特在营主题乐园35座,入园人数全球
第五。且2020年新开绵阳、2021年新开太原、宁波、赣州四大乐园。目前在建及待建
乐园共计42个,增长势头强劲。多个乐园同时建设的项目群管理中,计划管理是非常
重要的一个环节,管理过程中,各项目是动态变化的,必然要进行动态管理,这是一项
系统的、反复循环的工作,影响着各园建设的质量和效益。因此,计划管理在项目群管
理中显得愈加重要。
为有效地解决方特多园同时建设的管理需要,做出集团纲领性的建设计划,所以结
合各园建设实践及项目计划管理理论,对现有各乐园建设计划编制、执行、管控、成果
评价过程进行介绍。计划编制是签约落地后,从项目定义、分解结构( WBS分工)、
工序排列、工时估算、至编制成计划;计划执行是集团下属各单位对创意、研发设计、
施工、运营等流程进行具体落实;计划管控是获取信息、跟进计划执行情况,通过如各
种生产会、协调会、提示预警或微信电话等各种沟通协调方式对执行情况进行控制纠偏、
计划调整;成果评价是对创意方案、研发设备、工程施工及乐园运营的价值、效果、质
量、成效等进行客观、具体的评价。然后对计划编制、执行、管控及成果评价的影响因
素进行识别,以及对现有体系的不足,如计划时点不合理、计划执行不力、计划管控不
严、成果评价流于形式等问题进行了分析,提出对应改进建议及措施。最后,为保证新
计划管理体系顺利落地,本文提议完善部门制度、强化信息管理,及其他诸如人力、财
力、文化、政府支持等方面的保障措施,建立一个科学合理的项目群进度计划管理体系,
以期提高管理绩效及乐园建设速率。

At present, the theme park has a strong attraction to tourists, and has become the most popular
tourist destination, and the development of theme parks has become an important means for
all places to seize the tourism market.As a theme park brand with the second largest visitor
flow in China, Fantawild has rich and diverse entertainment projects and great growth
potential.By 2019, Fantawild has operated 35 theme parks, with the fifth largest number of
visitors in the world.Mianyang has opened in 2020, and Taiyuan, Ningbo and Ganzhou have
opened in 2021.Currently, there are 42 parks under construction or waiting to be built, with
strong growth momentum.Planning management is a very important link in the project group
management of the simultaneous construction of many parks. In the management process,
each project is dynamically changing, so it is inevitable to carry out dynamic management,
which is a systematic and repetitive work, affecting the quality and benefit of the construction
of each park.Therefore, project management is becoming more and more important in project
group management.
In order to effectively solve the management needs of the simultaneous construction of
multiple parks in Fantawild, and the programmatic construction plan of the group is made,
combined with the construction practice of each park and the project plan management theory,
the plan compilation, implementation, control and achievement evaluation process of each
park are introduced.Plan compilation is from the project definition, decomposition structure
(WBS division of labor), process arrangement, hour estimation, to the planing.The plan
implementation is the Each units of the Group to the specific implementation of creative,
research and development design, construction, operation and other process contents;Plan
control is to obtain information and follow up the implementation of the plan .Through a
variety of production meetings, coordination meetings, warning or WeChat telephone and
other communication and coordination methods, to control,correct and adjust the
implementation .Achievement evaluation is an objective and specific evaluation of the value,
effect, quality and effect of creative scheme, research and development equipment,
engineering construction and park operation.Then, the influencing factors of planning,
implementation, control and achievement evaluation were identified, as well as the
deficiencies of the existing system, such as unreasonable plan point, ineffective plan
implementation, lax plan control, achievement evaluation being a mere formality, and put
