我国颁布的生育保险政策主要是为了能够维护社会公平、确保妇女的生育权益, 而企业正是落实国家生育政策的基础单位。当前,我国的生育保险政策没有有效的 落实,存在问题依旧较多。因此,就企业的持续性发展状况来分析,能够确保企业 职工的基本生育权益,不断对国家生育政策进行有效落实,与政府之间形成政企合 作机制,从而帮助我国能够对生育保险政策采取多方面评估,并且能够提出一些针 对性的解决方案,这对于当前我国的社会稳定、资源的合理配置以及人口质量方面 存在着极为关键性的作用。 论文在分析石家庄市企业职工生育保险政策现状的基础上,采取问卷调查法、 访谈法,对石家庄市企业职工对本市生育保险政策各个流程的满意度进行调查,并 对调查结果进行分析。紧接着重点研究了评估体系的构建,通过评价的标准、评价 的维度以及政策评价内容和自评估形成了这一体系,同时,建立包括评价标准、评 价维度、评价指标体系在内的评价体系,结合满意度调查结果,对石市企业职工生 育保险政策实施的效果进行评价。针对评价结果发现不足并提出针对性建议,能够 对帮助石家庄市的企业了解和解决生育保险政策问题起到一定的指导意义。 关键词 生育保险;石家庄;满意度;评估 II Abstract The reproductive insurance policy promulgated in China is mainly to safeguard social equity and ensure women's reproductive rights and interests. Enterprises are the basic units to implement the national reproductive policy. At present, China's maternity insurance policy has not been effectively implemented, and there are still many problems. Therefore, the analysis of the sustained development of enterprises can ensure the basic reproductive rights and interests of employees of enterprises. Implement the national reproductive policy effectively and form a cooperation mechanism between government and enterprises, thus helping our country to take a multi-faceted evaluation of reproductive insurance policy, and can put forward some targeted solutions, which plays a crucial role for the current social stability of our country, the rational allocation of resources and the quality of population. Based on the analysis of the present situation of the childbirth insurance policy of the enterprises in the city, the paper adopts questionnaires and interviews to investigate the satisfaction degree of the employees in the city to the birth insurance policies of the city, and analyzes the findings of the survey. Then it focuses on the construction of the evaluation system, which is formed by the evaluation criteria, evaluation dimensions, policy evaluation content and self-evaluation. At the same time, it establishes an evaluation system including evaluation criteria, evaluation dimensions and evaluation index system, and evaluates the effect of the implementation of the fertility insurance policy for employees in Shi city enterprises with the results of satisfaction survey. In view of the lack of evaluation results, and putting forward specific suggestions, it can play a guiding role in helping the enterprises in the market understand and solve the problem of maternity insurance policy.
