本文以企业职工的生育权益作为研究角度,选择生育保险为评估对象,基
于“政策制定—政策实施—政策反馈”的路径,以生育保险政策、社保经办机
构服务流程与定点医疗服务质量三方为研究视角,提出了生育保险自评估系统
的理论模型,即:搭建以生育保险政策、社保经办机构服务、定点医疗机构诊
疗服务为节点的体制内管理模型。因此,人力资源社保局、社保经办单位、定
点医疗机构是相辅相成的关系,搭建起一个生育保险政策评估系统以提升企业
职工的满意度
并在此基础上,结合对天津市 400 名企业企业职工的满意度调查问卷以及
天津市各级医院的医保处处长以及妇产科 20 位专家的访谈,分析了天津市生育
保险工作的现状,并充分地结合参保人在享受生育保险过程中所常见的现存问
题,提出了进一步完善和改进天津市生育保险政策的政策建议。从而更加深入
剖析了生育保险系统评估的因素,对社会保障政策完善,完善企业职工权益,
促进企业稳定发展等科学决策体系的建立提供了有益的参考

ABSTRACT
China&39;s maternity insurance policy is an important insurance policy to safeguard
social equity and stability, protecting women&39;s rights and interests. Guarantee the birth
rights and interests of company staff is the concrete manifestation .The government.
Employee salary and welfare, social security and other rights and interests can not
completely rely on the government to control the labor laws and regulations,
enterprises also need to bear certain social responsibilities, to ensure the enterprise
internal employees to perfect the policy of birth insurance and guarantee of female
workers in enterprises to establish a long-term reproductive rights, maternity
insurance mechanism, China promulgated the maternity insurance policies and
measures.
In this paper, enterprise staff&39;s reproductive rights as a research point of view,
select the maternity insurance as the appraisal object, based on the policy, policy
implementation and policy feedback path to maternity insurance policy, social
security agencies designated medical service process and service quality of three party
as the research angle of view, Designated medical institutions according to maternity
insurance policy to carry out health insurance work, and with the social security
agencies docking reimbursement process. Therefore, the relationship between the
maternity insurance policy, social security agencies and designated medical
institutions of medical services combine to form a stable closed loop, can be very
good to build a maternity insurance policy evaluation system to enhance employee
satisfaction.on this basis, according to the 400 Tianjin city urban enterprise employee
satisfaction survey and at all levels of Tianjin city hospital medical director of
Obstetrics and Gynecology,20 experts in the interview, understand the basic situation
of birth insurance in Tianjin City maternity insurance work, and fully combining with
the existing problems are common in the insured enjoy birth insurance process,In
order to further analyze the factors of evaluation of maternity insurance system,
improving the social security policy, the interests of enterprise employees, to promote
the stable development of enterprises.
