分类号 密级 编号 UDC 专业硕士研究生 学位论文 论文题目：Z民营医院全面预算管 理优化研究 英文题目：Optimization study on Comprehensive Budget Management of Z Private Hospital 学 院 泛亚商学院 工商管理硕士 专业学位类别 专业学位领域 研究生姓名 导师姓名 工商管理 余倩雯 学号2120350030 李永明 职称 教授 2023年12月10日 摘要 摘要 民营医院的财务管理工作一直备受关注，其中预算管理作为医院经济运营 管理的第一辆马车，在经营管理中占据非常重要的地位。随着医改政策的不断 落实和推进，要开源节流，加强成本控制，提高总收益，就需要通过加强预算 约束、提高公共资源利用效率等手段来规范医院收支运行，这对于民营医院的 经营管理是一个极大的挑战。 本文首先通过文献研究法，对国内外多年来关于全面预算管理的有关理论 与研究进行梳理。再以 Z民营医院为例进行案例分析，通过系统分析 Z民营医 院在预算目标制定与分解下达、预算编制、预算控制、预算执行与分析、预算 评价等方面的一系列做法和存在的问题，提出构建以战略目标为导向的全面预 算管理体系。本研究尝试把医院的预算管理目标与医院的战略目标融合起来， 通过全面预算管理各个环节设计相应的优化路径，为医院全面预算管理工作提 供了新思路、新想法，由此有效避免目标与预算脱节。最后本研究通过 SWOT 分析和平衡计分卡设计将预算指标进行分解与考评，保证全员、全额和全程的 三个全面，确保最终实现 Z民营医院的战略目标。 关键词：战略导向；民营医院；全面预算管理；优化路径设计 I Abstract Abstract The financial management of private hospitals has always caught much attention, in which budget management as the first carriage of hospital economic operation and management, occupies a very important position in business management. With the continuous implementation and promotion of healthcare reform policies, there is a need to increase revenue an reduce expenditure, strengthen cost control, and enhance total revenue. Achieving theses requires the normalization of hospital revenue and expenditure operations and improving the efficiency of the use of public resources. This poses a significant challenge to the operational management of private hospitals. This paper first conducts a review, sorting out relevant theories on the comprehensive budget management research over the years.
