务质量,从而使病患满意度增加,完善社会医疗服务体系。在这一过程中,应该注
重社会资本引入方式的选择和管控,结合医院的实际特点,针对性的制定社会资本
引入管控策略,明确相关方的权责,保证公立医院的公益性和责任主体地位。本次
研究,以A公立医院作为具体研究对象,总结分析国内外公立医院引入社会资本的
模式,正确选择适合A公立医院的社会资本引入模式,并有效制定社会资本引入管
控策略,促进A医院社会资本引入管控水平的提升,降低其风险,减少问题发生率,
为其发展提供动力。
在研究中,主要使用文献资料法、定量分析法、实证分析法、定性分析法等方
法,拟解决的关键问题如下:如何正确选择适应A公立医院的社会资本引入模式;
如何对A公立医院的社会资本引入进行管控。经过研究,得出结论如下所示:
其一,公立医院在发展过程中,需要社会资本为其提供支持,帮助其解决资金
问题,促进其快速发展。但应对社会资本严格管控,做到合法合规。
其二,社会资本引入,不仅解决公立医院的资金问题,还可以帮助其提高管理
水平,提高业务运行的效率和质量,拓展业务,强化服务功能,从而促进公立医院
改革的快速推进。
其三,在公立医院引入社会资本的过程中,必须对资本来源认真审核,选择最
优的社会资本,并健全法律体现,加强资本使用过程监管,有效控制资本使用风险,
提高资本的使用价值。
其四,公立医院融入社会资本之后,必须体现其主体性地位,并且表现其公益
性特征,杜绝为了经济利益的社会资本引入问题的发生,从大局进行管控和衡量,
完善我国的医疗服务体系。
