技术转移可以对资源进行优化配置，使有限的资源得到开发利用，进而推动国民 经济发展，促进技术创新水平的提高。2017年9月15日，国务院颁布的《国家技术 转移体系建设方案》要求进一步加快建设和完善技术转移体系。近几年我国技术转移 成效显著，但因自然地理、人文环境、国家战略安排等差异的存在，各地区技术转移 绩效仍存在显著差异。技术转移绩效的提高离不开非正式制度的支持，社会资本作为 一种特殊的非正式制度，为研究技术转移绩效提供了突破口。同时，在中国市场经济 体制还不健全的情况下，正式制度也会发挥重要的作用。作为政策的设计者和执行者， 政府效率将直接决定政策支撑的“比较优势”。本研究基于上述背景，试图探讨和回 应以下核心问题：区域社会资本是否显著影响技术转移绩效？区域社会资本又以何种 机制来影响技术转移绩效？ 本研究以2008-2015年中国省级面板数据为样本，利用回归分析法探讨了区域社 会资本对技术转移绩效的影响机制。研究发现：非正式制度和正式制度都会对技术转 移绩效产生积极影响。非正式制度会正向影响技术转移绩效，其包括区域社会资本和 产业结构调整。区域社会资本越丰富，技术转移绩效越好，其中区域社会资本包括社 会规范、社会网络和社会信任三个维度；产业结构调整也正向影响技术转移绩效，随 着产业结构的调整，技术转移绩效会不断提高。正式制度同样也会正向影响技术转移 绩效，即政府效率的提高有助于加速产业结构的调整，进而带来更高的技术转移绩效。 基于上述研究结论，本研究从非正式制度和正式制度出发，为提高技术转移绩效 提出了合理的政策建议。各地区应尽快拓宽社会关系，利用好现有的地方合作平台， 努力搭建外部关系网络，并进一步增强合作伙伴之间交流与合作，提升相互之间的信 任水平，加强区域社会资本的构建；各地方政府应进一步提高政府办事效率，简化办 公流程，放管结合，为技术转移提供政策支持。 关键词：区域社会资本；技术转移绩效；产业结构调整；政府效率 III Abstract Technologytransfercanoptimizetheallocationofresourcessothatlimitedresources canbeexploitedandutilized,thuspromotingthedevelopmentofnationaleconomyand improvingtheleveloftechnologicalinnovation.OnSeptember15,2017,theStateCouncil promulgatedtheNationalTechnologyTransferSystemConstructionPlan,whichcallsfor furtheraccelerationoftheconstructionandimprovementoftechnologytransfersystem.In recentyears,China'stechnologytransferhasachievedremarkableresults,butduetothe differencesinphysicalgeography,humanenvironmentandnationalstrategicarrangements, therearestillsignificantdifferencesintheperformanceoftechnologytransferamong regions.Theimprovementoftechnologytransferperformancecannotbeseparatedfrom thesupportofinformalsystem.Asaspecialinformalsystem,socialcapitalprovidesa breakthroughforthestudyoftechnologytransferperformance.Atthesametime,the formalsystemwillplayanimportantroleinChina'simperfectmarketeconomicsystem.As thedesignerandimplementerofpolicy,governmentefficiencywilldirectlydeterminethe "comparativeadvantage"ofpolicysupport.Basedontheabovebackground,thisstudy attemptstoexploreandrespondtothefollowingcorequestions:Doesregionalsocial capitalsignificantlyaffecttheperformanceoftechnologytransfer?Whatmechanismdoes regionalsocialcapitalaffecttheperformanceoftechnologytransfer? BasedontheprovincialpaneldataofChinafrom2008to2015,thisstudyuses regressionanalysistoexploretheimpactmechanismofregionalsocialcapitalon technologytransferperformance.Itisfoundthatbothinformalandformalsystemshavea positiveimpactontheperformanceoftechnologytransferrmalinstitutionswill positivelyaffecttheperformanceoftechnologytransfer,includingregionalsocialcapital andindustrialrestructuring.Therichertheregionalsocialcapital,thebetterthe performanceoftechnologytransfer.Theregionalsocialcapitalincludesthreedimensions: socialnorms,socialnetworksandsocialtrust.Theindustrialrestructuringisalsoaffecting theperformanceoftechnologytransfer.Withtheindustrialrestructuring,theperformance oftechnologytransferwillcontinuetoimprove.Theformalsystemalsohasapositive impactontheperformanceoftechnologytransfer,thatis,theimprovementofgovernment efficiencywillhelpacceleratetheadjustmentofindustrialstructure,andthenbringhigher IV performanceoftechnologytransfer. Basedontheaboveconclusions,thisstudyputsforwardreasonablepolicy recommendationstoimprovetheperformanceoftechnologytransferfrominformaland formalsystems.Allregionsshouldbroadensocialrelationsassoonaspossible,makegood useofexistinglocalcooperationplatforms,strivetobuildexternalrelationsnetworks,and furtherstrengthentheexchangesandcooperationbetweenpartners,enhancemutualtrust level,andstrengthentheconstructionofregionalsocialcapital;localgovernmentsshould furtherimprovetheefficiencyofgovernmentandsimplifythework.Theofficeprocessand dischargemanagementprovidepolicysupportfortechnologytransfer.
