摘要
随着我国高等教育的大众化，高校之间的竞争越来越激烈，如何提高自身综合
竞争力已成为民办高校谋求可持续发展所面临的主要问题。面对新的发展形势，如
何科学地进行战略规划，值得民办高校去探索和研究。ZG学院是经教育部批准的一
所全日制普通民办本科院校，在河南省民办高校中具有一定代表性，当前，学校的
发展方向正在从规模向着内涵转变，提升内涵意味着要提升学校的综合实力。
在此次研究中，本人以战略规划作为研究的切入点，在阅读了大量民办高校发
展战略相关文献资料的基础上，主要做了以下几点工作：第一，对相关概念和理论
进行梳理和界定；第二，对 ZG学院发展的内外环境进行系统分析，包括学院自身的
优势、劣势及其所面临的外部机遇、威胁等；第三，在分析的基础上明确 ZG学院发
展战略的总体目标及具体目标并作出 ZG学院的发展战略选择；第四，针对 ZG学院
发展战略的实施，提出几项具体措施，包括优化治理结构、实施人力资源管理、校
园文化建设、学科专业建设和人才质量提升工程。

Abstract
With the popularization of higher education in China, the competition between
universities is becoming more and more fierce. How to improve their comprehensive
competitiveness has become the main problem faced by private universities to seek
sustainable development.In the face of the new development situation, how to carry
out strategic planning is worth exploring and studying private colleges and
universities. ZG is a full-time general private undergraduate college approved by the
Ministry of Education. It is somewhat representative among the private universities
in Henan Province.ZG is currently in the transition period from scale development to
connotation development, and the essence of connotation development is to pursue
core competitiveness.
In this research, I take the strategic planning as the breakthrough point of the
research, on the basis of reading a large number of documents and materials related to
the development strategy of private colleges and universities, I mainly do the
following work: First, secondly, it makes a systematic analysis of the internal and
external environment of the development of ZG College, including its own
advantages and disadvantages as well as the external opportunities and threats it faces,
on the basis of the analysis, the general and specific objectives of the development
strategy of ZG College are defined and the development strategy of ZG college is
selected, including the optimization of governance structure, the implementation of
human resources management, campus culture, discipline and professional
construction and talent quality improvement projects.
