医疗基础设施的建设是改善民生的重点事业。PPP模式在医疗行业的应用，使得 行业长期之内普遍存在的收益率差、资金短缺、难回款的问题得到了有效改善，也为 设备换新、运营优化提供了便利。文章基于平度市医疗资源与中心医院建设现状，开 展了PPP项目运营模式选择与实施研究。 文章基于文献法、案例分析法，利用层次分析法等计算工具对平度中心医院PPP 模式的选择展开了选择与设计分析。文章梳理了与文章研究相关的已有文献与理论， 介绍了平度中心医院的基本情况，分析了采用PPP模式的必要性与可行性。在PPP项 目运营模式选择部分，文章首先罗列了现有主流PPP模式包括PFI、ROT、BOT、BOOT 和BOO模式。经过初步筛选认为，PFI与ROT模式不适用本项目；接下来利用层次分 析法对BOT、BOOT和BOO模式做了排序研究。经过计算，综合各方面情况考虑， 建议该项目采用“股权合作+BOT（建设-经营-转让）”的PPP运作模式。在确定模式之 后，从项目运作流程的设计、收益分配机制、监管机制、风险分配等方面展开，对BOT 模式的具体实施措施进行了设计与阐述，以此保证PPP模式在项目建设过程中的顺利 实施。 本研究基于科学、可信的方法，对平度中心医院PPP项目运营模式的选择给出了 中肯的建议，并基于管理学理论与个人感知，对运营模式实施的保障措施给出了全面 的解决方案。 文章的研究成果，为平度中心医院PPP项目的建设过程提供了完整的理论与实践 操作参考，同时为医疗行业采用PPP模式开展基础项目建设提供了系统的思路指导与 方法借鉴。 关键词：PPP项目、运营模式、层次分析法、运营模式实施 西南交通大学硕士研究生学位论文 第II页 ABSTRACT The construction of medical infrastructure is a key undertaking to improve people's livelihood. The application of PPP model in the medical industry has effectively improved the industry’s long-term problems of poor return rates, shortage of funds, and difficulty in repayment, and has also facilitated equipment renewal and operational optimization.Based on the current status of medical resources and the construction of the central hospital in Pingdu City, this article carried out a study on the selection and implementation of the PPP project operation mode. Based on the literature method and case analysis method, this paper uses the analytic hierarchy process and other computing tools to carry out the selection and design analysis of the PPP mode selection of Pingdu Central Hospital. This paper combs the existing literature and theories related to the research, then introduces the basic situation of Pingdu Central Hospital, and analyzes the necessity and feasibility of adopting PPP mode. In the part of PPP project operation mode selection, the paper first lists the existing mainstream PPP modes, including PFI, ROT, BOT, BOOT and BOO modes. After preliminary screening, it is considered that PFI and ROT modes are not applicable to this project. then, the BOT, BOOT and BOO models are sorted using the analytic hierarchy process. After calculation and comprehensive consideration of all aspects, it is recommended that the project adopt the PPP operation model of "equity cooperation + BOT (construction-operation-transfer)". After the model is determined, the design and explanation of the specific implementation measures of the BOT model are carried out from the design of the project operation process, the profit distribution mechanism, the supervision mechanism, and the risk distribution to ensure the smooth progress of the PPP model in the project construction process. Based on scientific and credible methods, this research gives pertinent suggestions on the choice of PPP project operation mode of Pingdu Central Hospital, and provides a comprehensive solution to the safeguard measures implemented in the operation mode based on management theory and personal perception. The research results of this paper provide a complete theoretical and practical reference for the construction process of Pingdu Central Hospital PPP project, and provide a systematic guidance and method reference for the medical industry to carry out basic project construction using PPP mode.
