个人住房贷款近年来增长迅速,房价已在相对高位,当前个人住房贷款不良率 处于较低水平。个人住房贷款持续累积的风险将持续暴露,商业银行需要提高警惕。 A银行X分行成立于 2010年,由于近年来公司业务增长乏力,个人住房贷款业务规 模快速增长以及其风险较低的特点,逐步成为资产业务发展的重心。2019年6月末 各项贷款余额14.47亿元,较年初增加0.16亿元,增量较去年同期减少1.03亿元, 其中公司贷款较年初减少1.09亿元,个人贷款较年初增长1.25亿元。个人贷款余 额6.4亿元,占比45.23%,而新增个人贷款中,98.93%为个人住房贷款。个人住房 贷款业务高速发展的同时,信贷政策愈加收紧,各类隐患逐步暴露,商业银行如何 应对个人住房贷款业务风险?基于上述原因,本文选择A银行X分行个人住房贷款 风险控制作为研究对象。 本文通过介绍A银行X分行个人住房贷款业务的发展现状及资产质量情况、个 人住房贷款各业务环节风险,并梳理各相关方的风险,重点对个人住房贷款风险管 理的现状以及存在的不足进行研究,并针对A银行X分行个人住房贷款风险控制存 在的不足,研究提出完善意见及控制措施。 研究结果表明:A银行X分行由于成立时间较短,目前将个人住房贷款作为其资 产业务发展重心,也是其重要的利润来源之一,但同时存在着个人住房贷款风险控 制重视不足、个人住房贷款风险控制不力、个人住房贷款业务流程操作不规范等问 题,因此在复杂的外部环境以及外部监管不断趋严的情况下,通过优化全面的风险 管理架构,新设四个专门委员会,充分发挥各专门委员会的作用。联合贷前、贷中、 贷后三个环节,减少信息不对称引发的信贷风险,主动寻求数据支持以应对外部环 境风险,提高A银行X分行风险控制水平。重点强化风险管理人员队伍建设,改善 重点岗位人员兼岗问题,针对性开展业务人员、新员工培训,重视并深入开展合规 文化教育,夯实风险防控工作基矗完善内部考核指标设计,引导业务人员履行风 险防范职责,风险防控人员做好外部风险监测、合作机构管理、重点关注抵押物风 险,抵押权证换办工作,实现个人住房贷款风险的整体控制。目前,已有部分建议 提案开始实施并取得明显成效,有效提高A银行X分行个人住房贷款风险管理工作 水平。 关键词:A银行X分行;个人住房贷款;风险控制 A银行X分行个人住房贷款风险控制研究 Abstract In recent years, the personal housing loan has been growing rapidly, and the house price has been relatively high. The accumulated risk of personal housing loans will continue to be exposed, and commercial banks need to be vigilant. A Bank X Branch was established in 2010. Due to the sluggish growth of the company's business in recent years, the rapid growth of personal housing loan business scale and its low risk characteristics, it has gradually become the focus of asset business development. At the end of June 2019, the balance of various loans was 1.447 billion yuan, an increase of 16 million yuan compared with the beginning of the year, an increase of 103 million yuan compared with the same period of last year, of which the corporate loan was 109 million yuan less than the beginning of the year, and the personal loan was 125 million yuan more than the beginning of the year. The balance of personal loans is 640 million yuan, accounting for 45.23%, while 98.93% of the new personal loans are personal housing loans. With the rapid development of personal housing loan business, the credit policy is increasingly tightened, and various hidden dangers are gradually exposed. How can commercial banks deal with the risks of personal housing loan business? Based on the above reasons, this paper chooses the personal housing loan risk control of A Bank X Branch as the research object. This paper introduces the development status and asset quality of the personal housing loan business of A Bank X Branch, the risks of each business link of the personal housing loan, and combs the risks of each related party, focusing on the current situation and shortcomings of the risk management of the personal housing loan, and in view of the shortcomings of the risk control of the personal housing loan of A Bank X Branch Put forward suggestions and control measures. The research results show that A Bank X Branch regards personal housing loan as its asset business development focus and one of its important profit sources due to its short establishment time, but at the same time, there are some problems such as insufficient attention to risk control of personal housing loan, inadequate risk control of personal housing loan and irregular operation of business process of personal housing loan, so it is in a complex situation As the external environment and external supervision become A银行X分行个人住房贷款风险控制研究 increasingly strict, four new special committees will be set up to give full play to the role of each committee by optimizing the overall risk management framework. Combine the three links before, during and after the loan to reduce the credit risk caused by information asymmetry, actively seek data support to deal with the external environmental risk, and improve the risk control level of A Bank X Branch. Focus on strengthening the construction of risk management personnel team, improving the problem of personnel holding key positions, carrying out targeted training for business personnel and new employees, paying attention to and carrying out in-depth compliance culture education, and consolidating the basis of risk prevention and control. Improve the design of internal assessment indicators, guide business personnel to perform risk prevention responsibilities, and risk prevention and control personnel do a good job in external risk monitoring, cooperative organization management, focusing on the risk of collateral, mortgage warrant exchange work, to achieve the overall control of personal housing loan risk. At present, some proposals have been put into practice and achieved remarkable results, effectively improving the risk management level of individual housing loan of A Bank X Branch.
