本文以近年来国外工程质量监督的做法、先进经验，以我国现行的建设工程
质量监督的方式方法为借鉴，针对当前人防工程建设过程中存在的普遍性的质量
问题，通过完善和优化质量监管体系，强化人防工程质量监督来解决这些问题
并以我省 A 人防工程建设为例，以当地人防部门开展人防工程质量监督情况进行
全过程统计，在综合分析 A 人防工程建设情况基础上，对其人防工程建设中所出
现的质量问题进行调查、总结、归纳，得出以 A 人防工程为代表的当前人防工程
质量监管体系主要存在的问题以及导致其存在问题的原因
最后，从质量监督体系的职责权限划分、规范人防工程质量监管行为和实现质量
监管的专业化、科学化等方面对人防工程质量监管体系进行优化。在此基础上，
提出人防工程质量监管体系优化的实施保障。主要包括：加强人防工程质量监管
机构的监督执法建设、严格按照规定审查与管理资质和完善人防工程过程管控等

Abstract
At present, China is in a period of rapid development of urbanization. Urban
economic society achieved comprehensive coordinated and sustainable development,
the scale of the city expanded rapidly and the population of cities surged, Which causes
the shortage of urban land resources. So the development of underground space is in full
swing. Civil air defense projects is an important part of national defense construction
and urban construction. As an important form of underground space development, more
and more attention and participation have been aroused. The development and
construction of underground air defense project has become a hot spot of investment.
Thus, to strengthen the civil engineering quality supervision and ensure the quality of
construction of civil air defense projects can help air defense works play an important
role in preventing disaster in Peacetime and air defense in war, making The Great Wall
of steel and protecting people. It is air defense works’ duty to defend national security,
promote social development and ensure people&39;s wellbeing actively.
This paper takes example by the method and advanced experience of foreign
engineering quality supervision and also solves the general quality problem in
Construction of civil defense by improving the quality supervision system and
strengthening the quality supervision of human defense works. The paper takes the
example of the construction of A civil air defense in our province and make the whole
process statistics on the quality supervision of the local civil defense department. On the
basis of comprehensive analysis of the construction of A civil air defense, this paper
investigates and summarizes the quality problems in the construction of human defense
construction and ultimately find the main problem and the cause of its problems which
exist the current civil air defense project quality supervision system represented by the
A human defense project.
Finally, this paper optimizes the quality supervision system of civil air defense
engineering in dividing responsibility, regulating the quality behavior of the people and
realizing the specialization and scientific development of quality supervision. On this
basis, this paper puts forward the implementation guarantee of the quality supervision
system, for example, strengthening supervision and law enforcement of civil air defense
engineering quality supervision institutions, reviewing management qualifications
strictly and improving the control of civil air defense engineering process.
