摘 要
建筑工程的生命线是质量，这是一个永恒的课题，也是政府的永恒责任。近些年来，
我国建筑市场呈现前所未有的发展态势，建筑工程质量问题显得尤为突出。伴随着城乡
基础设施建设的加快和居民住房需求的大幅增加，房屋建材价格快速上涨。一方面，建
筑材料和成本，成为助推房价上涨的一个重要因素；另一方面，面对原材料及房价上涨
等因素，施工过程偷工减料，不按规范施工的现象还屡见不鲜，针对房屋质量的投诉不
断增加。上述情况，这直接导致了部分建筑工程质量不合格，不仅浪费了国家大量财力，
严重损害了广大人民群众的根本利益。在此形势下，以往既有的监管模式已难适应新形
势的发展需要，如何按照市场经济规律，解决好“缺位”、“越位”和“不到位”等问题，
创新政府对建设工程质量监督手段和方法，是一个迫切需要解决的问题
本文主要结合在建工程项目管理实例对国外发达国家的建设工程质量监督管理模
式进行了分析，提出可用于完善我国质量监督管理模式的借鉴之处。在借鉴国外先进建
设工程质量管理经验的基础上，分析我国工程质量监督管理的特征，结合青岛市工程质
量管理的实际情况，构建出符合青岛市市情的“六化”工程质量监管模式。“六化”工
程质量监管模式，主要是针对建筑工程质量，通过监督预控化、质量标准化、管理信息
化、检测网络化、检查巡查化、验收创新化这六个方面进行有效防控，从而实现由对工
程实物质量进行监管转为对施工过程的各个环节实施综合监管的过程。通过该模式在实
际项目中的运行评价得出，其较好地抑制了建筑工程中易出现的质量问题。同时在运行
中也发现“六化”监管模式的一些不足之处。最后，论文对“六化”监管模式在运行中
需要得到的保障制度进行了归纳总结。本文主要通过对青岛市建筑工程质量“六化”监
管模式的研究，提出其完善与改革方向，因此具有一定的理论意义和实践意义。同时也
希望能为全国建设工程质量监督领域的研究实践提供参考

Abstract
Quality is the lifeline of constructional engineering, which is also an eternal subject and
the responsibility of government. Recently, the constructional engineering market is
experiencing unprecedented development, and the constructional engineering quality problem
is especially standing out. As the rapid development of infrastructure construction and more
and more demand for residential construction, the price of home building material is
increasing fast. On one hand, construction material and cost is one factor pushing housing
price. On the other hand, facing the price increase of material and housing price, cheating on
material quality while doing construction, not working according to standard construction is
quite popular, so more and more complaint are for housing quality. These issues lead to some
constructional engineering came below standard, which is a waste of the money of a country,
and hurt the fundamental interest of the masses. In this situation, the existing supervision
model is not suitable for the demand of new situation. So it is understood that, to solve the
absent, offside, lacking problems, according to the law of market economy, and making new
improvement of supervision of constructional engineering quality, is an urgent issue.
Combining some managerial example of some construction who are still under
construction, this paper analysis the managerial model of developed countries’ constructional
engineering quality, and give some advice improving our supervision model. Secondly, basing
on advanced construction engineering quality management, and analyzing our construction
engineering supervision model, we studied the actual fact of Qingdao, and set up our own ‘six
aspect’ engineering supervision model which suits the situation of Qingdao. The ‘six aspect’
engineering supervision model, is for six aspects based on constructional engineering quality,
which are supervision precontrol, quality standardization, management informatization,
detection networked, inspection patronized, checking innovative. In this way, the supervision
of material objects could be transformed into comprehensive supervision of every aspect
during the construction. According to the actual development during such model, it is proved
that, quality problem could be controlled for construction projects. During the implement of
the model, some disadvantage could be found. In the end, system guarantee needed aresummarized
for the six aspects model. This paper is to inspect the construction
engineering quality six aspects supervision model, and give some advice to make it perfect
and point out the direction of reform, so it is of great significance in theory and practice.
Meanwhile, it is hoped that the model could be used for reference for national construction
engineering projects.
