摘要

本文的研宄对象为延长石油集团下属研宄机构一延长石油集团研究院。延长石油是

我国“第四大”石油企业,也是唯一的省属地方国有石油企业,其研究院于2008年成立,

经过5年的发展,已经初具规模,并针对陕北低渗透特低渗透油藏的开发特点钻研出一

套特色技术。目前延长石油集团油气储量逐渐短缺,针对性的提出了“稳油、增气、拓

煤、扩化”发展思路,作为延长石油的技术支撑单位,研宄院下步应该如何发展成为了

一个亟待解决的重要课题。

研宄发现,延长石油研究院研宄力量薄弱、前期积淀少、研宄机构和配套设施不完

善。同时国家有利的政策支持、鼓励企业自主创新导向、能源需求强劲增长态势、国际

国内及跨区域广泛、延长石油发展对技术和人才需求以及延长石油对人才和技术创新方

面的激励政策等方面给研宄院提供了难得的发展机遇。

在识别的研宄院发展中已有问题基础上,运用PEST、SWOT战略管理理论结合国

有企业科研机构实际情况,从解决实际问题的角度,本着切合实际、可操作性强的原则,

分析设计研宄院发展战略、规划目标。提出了延长石油研究院的长期发展战略目标和近

五年的发展战略目标。其中战略目标主要包括科技攻关项目的申请和完成、成果专利申

请和取得、技术推广和科研平台建设等内容。

论文根据延长石油研宄院的长期发展战略和近五年的发展战略,研究了战略实施的

具体对策。包括研究院职能定位策略,组织结构的调整策略,人才引进、培养和激励策

略,实现战略目标的财务支持策略,资源整合策略,对外合作策略等。论文还根据研宄

院的实际情况,提出了实现长期发展战略和近五年发展战略的相关配套措施。包括建立

先进的企业文化,建立完善的规章制度,建立知识保护体系等。

Abstract

The study object of this article is Research Institute of Shaanxi Yanchang

Petroleum (Group) Co. Ltd, affiliated with Shaanxi Yanchang Petroleum (Group)

Co. Ltd, which is one of four companies with qualification to engage in oil and

gas exploration development in China and which is the fourth-largest oil

company in China as the only provincial local oil company, just ranks after

CNPC, Sinopec, and CNOOC. The Research Institute, which was established in

2008,now takes its shape and has unique advantages in Low permeability and

ultra-low permeability reservoirs exploration and development. In order to make

up for the lack of resource supersede, the YCPC puts forward strategic thinking

of development is: Attach equal importance to oil and gas exploitation, and

develop oil refining technology with comprehensive development of petroleum,

gas, goal and salt resources. So as the technology support unit of the Group

Company, how to make a further development next step is a very important

topic for the Research Institute to solve immediately.

The research shows that the Research Institute has a week research

capacity and a thin accumulation of previous study, and the research institutions

and ancillary facility are incomplete. Meanwhile the Research Institute is facing

rare development opportunities for some reasons such as the national

advantageous policy support, strong growth of energy demand, cross-regional

collaboration widely exists domestic and overseas, and what's more, Group

Company desires talent and technology, and produces incentives for talent and

technology innovation.

Based on the development strategy of Group Company and the business

demand to Research Institute, a long-term development strategy goal and a

latest five-year development strategy goal are put forward with the analysis of

situations in and out of Research Institute and all the advantages and

disadvantages along with opportunities and challenges of the development of

Research Institute using the strategic management theory such as PEST and

SWOT.

Based on the two development strategy goals of Research Institute,

concrete measures for strategies are set out, containing function localization

strategy, adjustment of organization structure, talent introduction, training and

motivation strategy, financial support strategy, resources integration strategy,

foreign cooperation strategy and so on. Besides, relevant supporting measures

are formulated for the two development strategy goals on account of the reality

of Research Institute, containing the establish of advanced enterprise culture,

improve rules and regulations and protection of intellectual property.
