ABSTRACT
At present,it is an importantperiodfor Chinato move towardsthe
secondCentennialgoal.In thenewdevelopmentstage,thestateputs
forwardhigher requirementsfor the developmentof petrochemicalenergy.
On theonehand,it requiresthereformofstate-ownedenterprisesto
become biggerand stronger;on the other hand, it puts forward the strategy
of the state to build a new developmentpattern withthe new development
concept.AlthoughCompanyA hasadjustedits development goalsand
measuresaccordingto the industrytrend and the requirementsof S Group,
it still lacks systematicstrategicanalysisand guidance. As a large technical
serviceprovider and engineeringcontractorspecializedin the construction
of onshore and offshoreoil and gas projects at home and abroadunder the
state-ownedenterpriseS Group,CompanyA urgentlyneedsinitiativeto
actively adjust itsdevelopment strategy andachieve high-quality
developmentin theincreasinglyfierceindustrycompetitionin orderto
implementthe strategicdeploymentof the state and its group companyand
better adapt to the changesof the external environment.
In this paper,analysistools such as Pest,Porter'sfive forcesmodel,
SWOT are utilized to comprehensivelyand deeply analyzethe company by
accurately identifying theopportunities andthreats oftheexternal
environmentand the position by evaluatingits strengthsand weaknessesof
the internalenvironmentfor formulatingthe scientificdevelopmentstrategy
of Company A. Thena strategymap basedon the four dimensionsof the
balancedscorecardis madeto ensurethe effectiveimplementationof the
strategyand regularlyevaluateand feedbackthe strategyso as to adjust the
strategicorientationintime,whichintendstoexploreandestablisha
strategic managementsystem forpetroleum engineering construction

enterprises tomovetowardshigh-quality development inthenew
developmentstage.This paper providesspecificanalysisand guidancefor
its operation and managementactivities,and referencesfor the survival and
developmentof similardomesticpetroleumengineeringand construction
enterprises.
