随着知识经济的迅猛发展和经济全球化的不断深化,科学技术持续创新,社
会环境日新月异,企业生存和发展面临的不确定因素也爆炸式地增加。受内外
环境变化影响,人力资源管理的职能和重心也随之发生了重大变化,其突出表
现为:由传统的人事行政管理转变为战略人力资源管理。新的时代背景和快速
变化着的经济环境对人力资源提出了新的更高要求,要求企业将人力资源管理
的核心集中到那些掌握核心知识(包括能力和技能)、关键知识和特别知识,处
于企业经营管理系统的重要或关键岗位上的那些人力资源,通过上述资源的合
理有效利用,实现企业生存和利益可持续增长的战略目标。本文通过对 Y 公司
战略人力资源构建体系进行分析,研究如何解决人力资源利用出现的短期化行
为,如何实现战略人力资源向实际生产力转化,如何确保战略人力资源的可持
续性利用等问题,结合 Y 公司实际,提出“一个目标三个系统”的战略人力资
源管理体系构建模式,即建立以配置系统为基础、以绩效系统为关键和以薪酬
系统为保障的战略人力资源实施体系,优化整合并充分利用企业战略人力资源,
从而实现健康可持续发展战略目标。

Abstract
With the development of knowledge economy and the rapid development of
economic globalization, science and technology and continuous innovation, the social
environment change rapidly, survival and development of enterprises facing
increasing uncertainty also explosive. Changes in the external environment influence,
the function of human resources management has undergone major changes, its
outstanding performance is: transforming from traditional personnel administrative
management to strategic human resource management. The background of the new
times and fast changing economic environment presents new and higher request to
human resources, enterprises will be the core of human resource management focus
to those who master the core knowledge (including the capacity and skills), critical
knowledge and special knowledge, the human resources important or key positions in
the enterprise management system of the in, reasonable and effective use of the
resources, to achieve the strategic goal of enterprise survival and benefit sustainable
growth. Based on the strategic human resources company Y human resource
construction system for analysis, research how to solve the short-term behavior and
utilization of human resources, how to achieve strategic transformation of human
resources into real productivity, how to ensure sustainable utilization strategy of
human resources, combined with Y company's actual, put forward model to
construct the system of strategic human resource management a objective three
system, that is to establish a configuration system based on performance, system is
the key and the salary system for the protection of the human resources strategy
implementation system, optimization and integration and make full use of the
enterprise strategic human resources, so as to realize the sustainable development
strategic goal.
