摘要
人才强国。人力资源是经济社会发展的首要资源。人力资源战略规划是一项系
统的战略工程,它以区域发展战略为指导,以全面核查现有人力资源、分析组织内外
部条件为基础,以预测组织对人员的未来供需为切入点,分析和制定人力资源发展的
具体目标。人力资源的合理开发和有效管理,对于一个地区的经济和社会发展起着关
键性的作用,制订一个科学的人力资源战略规划,是做到人力资源合理开发和有效管
理的重要前提。面对复杂多变的国际国内环境和自身所面临的一系列阶段性瓶颈,黄
浦区必须把人才放在优先发展的战略位置,加快区域人才高地建设,主动参与区域内
外人才竞争与合作,推动动力机制的重塑、经济形态的转变、区域功能的突破,实现
创新驱动、转型发展的动力引擎,这是黄浦区人才发展的战略方向。

本文在结合自己所从事工作的背景下,运用MBA学习过程中所获得的有关知识,
对所在的黄浦区今后五年的人力资源战略规划进行研究和分析,以期从中获得一些规
律性的认识,并对实际工作提出自己的一些建议。文章首先采用特定分析框架,对黄
浦区人力资源系统当前的优势和劣势以及人力资源发展环境中的机遇和威胁进行详
细分析,并运用人力资源内外部因素评价矩阵、竞争态势分析矩阵等工具进行比较分
析,为本区人才工作战略规划的制定提供依据。继而阐述人力资源现状,包括人力资
源政策体系、人才总量、人才结构、领军人才等方面。人才结构方面又是从学历维度、
专业技术职称维度、技能等级维度、年龄维度、行业维度等展开分析,并探讨未来五
年人力资源的发展趋势,包括需求预测和供给预测、未来人才规模和质量、人才资源
配置的缺口分析等。

在本文对黄浦区人力资源战略进行规划论证的过程中,除采用常见的定量计算、
定性分析、问卷调查及文献研习等方法之外,也运用了访谈法,多次走访黄浦区人力
资源管理部门及区属重点企业的人力资源部,包括金融、贸易、航运、物流在内的20
余家区属重点企业的人力资源总监和来自人力资源管理部门的工作人员接受了访谈,
对本区当前人力资源状况进行了详尽剖析,同时也给出切实可行的建议。

本文最后探讨黄浦区政府未来五年在人力资源方面的重点工作,包括如何组织、
通过哪些措施以保持本区人力资源的高效和竞争力;针对未来的人力资源规划,决策
者应如何利用其优势,如何规避其可能出现的问题;特别是在黄浦区人力资源发展战
略分析和规划基础上,提出“加强人才政策扶持,打造人才新高地”等若干建议,以
供决策者参考。

Abstract
Human resources strategic is a scientific strategy project. The so called human
resource strategic, is treating human resources as the most valuable strategic resource,
developing and managing this strategic resource effectively at the strategic level, and turn
them into the fundamental forces of innovative ability and competitive advantages.
Researching on Human resources strategic planning is of important theoretical and
practical significance for both enhancing regional competitive edge and accelerating
regional economic development.
This dissertation introducing the concept of human resource strategic planning to
regional economic development, established a theoretical framework for human resource
strategic planning, the managing methods and developing strategy of regional strategic
human resource is discussed systematically, using the status quo of Huangpu district
human resources as the basic cases, the regional strategy for human resource developing is
discussed empirically. Firstly this dissertation use a specific analysis framework to analysis
the Strengths and Weaknesses of current human resources system in Huangpu district and
to analysis the opportunities and threats of human resources development environment in
Huangpu district. In this dissertation there are some tools used for analysis and comparison,
such as internal and external factor evaluation matrix and competitive situation analysis
matrix and these tools are also used to providing evidences for plan making of human
resources strategy in Huangpu district. Secondly this dissertation expound the current
situation of human resources in this district including human resources policy system,
talents quantity, the structure of talents and leading talents. Especially, the analysis to
structure of talents is based on several dimensions such as education dimension, the
professional and technical titles dimension, the skill level dimensions, age dimension, the
industry dimension and so on. Besides these analysis, this dissertation also discuss the
trend of human resources development in the next five years including the demand forecast
and the supply forecast, talent scale and quality in the future, analysis of talent resources
