摘要
人力资源作为实现其他资源价值、整合其他资源创造财富的社会核心
资源,可谓是第一战略资源。人是一切价值实现的根本,正是因为人力资
源的协同与促进,才使得企业能够创造价值。设计机构,作为典型知识密
集型企业,其市场竞争的核心随着知识经济的发展与经济全球化的推进逐
渐转向人才的竞争,以及企业人力资源管理战略与水平的竞争。在如此激
烈的市场竞争中,企业必须把人力资源管理放在发展战略的高度上,结合
企业整体发展战略,对人力资源进行高效、合理的规划,才能为实现企业
战略目标提供有力的人力资源支撑
本文通过对人力资源战略及人力资源战略规划的相关概念、特征的分
析,梳理人力资源管理战略规划的目的、意义等理论,以S规划设计院为
研究对象,通过阐述S规划设计研究院的背景、发展战略概要等,着重梳
理经济、技术、行业竞争等外部发展环境,以及组织机构、企业文化等内
部环境因素对企业人力资源战略规划的影响,通过对人力资源现状的研究,
找出人力资源存在的主要问题,梳理解决问题的思路。运用人力资源战略
管理理论,以及S规划设计研究院的总体发展战略对人力资源的要求,提
出S院人力资源战略规划的总体目标,并对未来3-5年的人力资源总量进
行预测,提出人力资源供需平衡的动态规划;并针对人力资源中存在的主
要问题提出人力资源管理的优化策略,以支持企业中期发展战略的实现
最后从组织结构、创新培训体系、人力资源管理体系等三个方面提出S规
划设计研究院人力资源战略规划方案实施的保障措施

Abstract
Human resources as the other resources value, the integration of other
resources social core resources to create wealth, is the first strategic resource.
People is the root of all value realization. It is because the human resource
synergy and promote, enables the enterprise to create value. Design agency, as a
typical knowledge-intensive enterprise, the core of the competition in the market
with the development of knowledge economy and the advance of economic
globalization gradually turned to talented person's competition, and enterprise
human resources management strategy and the level of competition. In such
fierce market competition, enterprises must put human resource management on
the height of the development strategy, combined with the enterprise overall
development strategy, the human resources effectively, the reasonable plan, to
achieve corporate strategic goals provide strong human resources support.
This article through to the human resources strategy, and the related concepts
of human resource strategic planning, the analysis of the characteristics, comb
the purpose and meaning of human resource management strategic planning
theory, an S planning and design institute as the research object, through the
elaboration of S planning and design institute summary of background,
development strategy, etc., focus on combing the external development
environment, such as economy, technology, industry competition, and internal
environment factors such as organization, enterprise culture influence on
enterprise human resource strategic planning, based on the research of the
human resources present situation, find out the main problems of human
resources, combing the train of thought to solve the problem. On the basis of the
theory of strategic management of human resources, as well as S planning and
design institute overall development strategy of human resources requirements,
proposed S planning and design institute human resources strategic planning
overall goals, and for the future 3 to 5 years to forecast the total human
resources, puts forward the human resource supply and demand balance of

dynamic programming; and for the main problems existing in the human
resources optimization strategy of human resource management, the realization
of the mid to support enterprise development strategy. Finally, from the
organizational structure, the innovation training system, human resources
management system and so on three aspects S planning and design institute of
human resources strategic planning implementation safeguard measures.
