2000年之后,为积极适应新的形势变化及市场经济改革的需要,中国大型
国有企业多数开展了专业化重组,中国石油集团测井有限公司就是在2002年经
专业化重组而成立的测井技术服务公司,此次重组将中国石油旗下的长庆、华
北、吐哈、青海、塔里木油田的测井业务整合到一起。测井技术服务业务是石
油天然气行业工程技术服务板块的主营业务之一,属于技术密集型行业,它的
主要工作任务是应用高精尖的测井装备测量地层的物理特性,明确石油储层的
位置、范围及规模,是地质家寻找石油、天然气必不可少的重要手段。2017年
12月,中国石油集团公司又对其旗下的测井行业进行了第二次重组,将原属各
油田的测井服务单位全部并入中油测井公司。重组后的测井公司市场份额、服
务能力、科研能力均得到大幅度提升,但随着中石油集团持续压缩工程技术服
务成本,测井技术服务的价格连年下降,造成该公司的人均产值、盈利能力下
降。经历两次重组的中油测井公司下一步如何提高自身的创效能力,完成所肩
负的使命和责任,并实现公司自身的稳健快速发展,是目前面临的关键问题
本文主要从该公司所处的宏观环境和测井技术服务行业市场环境进行了分
析,同时剖析了该公司自身的基本能力,核心能力,经营现状,经营风险,对
主要竞争对手进行了比较。通过SWOT分析、QSPM矩阵分析,得出了最优的战
略方案,为中油测井公司下一步提高自身创效能力、增加新的利润制订了系统
完整、切实可行的方案措施

Abstaract
2000 years later, to actively adapt to the new situation change and the need of
market economic reform, China's large state-owned enterprises most carried out
professional restructuring, China petroleum group logging co., LTD. Is established in
2002 by the specialized reorganization and logging technology services company, the
restructuring will China, changqing, north China, tuha, qinghai, tarim oilfield logging
business together. Logging technology services business oil and gas industry is one of
the main business of engineering and technical services plates, belongs to
technology-intensive industry, its main task is the application of advanced equipment
to measure the formation of physical characteristics, clear the position of the oil
reservoir, the scope and scale, is the search for oil and natural gas geology family
indispensable important means. In December 2017, the Chinese oil group company
and its logging industry for the second restructuring, the original of the oil field
logging service units all merged into medium oil logging company. After
restructuring of logging company market share and service ability, research ability are
improved greatly, but with continuous compression CNPC engineering technology
service cost, logging technology service prices are declining, cause the per capita
output value, profit ability of the company. Through the restructuring of medium oil
well logging company how to improve their work ability, the next step to complete
the mission and responsibilities, and implement the company's own steady and rapid
development, is a key problem facing.
This article mainly from the macro environment and logging technology service
industry market environment are analyzed, at the same time analyzed the basic ability,
the company's own core ability, the status quo of management, business risk,
compares the major competitors. Through the SWOT analysis, QSPM matrix analysis,
obtained relatively good strategic plan, the next step for medium oil well logging
company to improve their work ability, and increase new profit to make the system
complete, practical and feasible solution measures.
