摘 要
当今越来越多的企业认识到发展战略在引领企业发展方面的重要性。然
而,大多数企业在花费大量的精力和金钱制定了发展战略后,却发现战略难
以在企业中发挥预期的效用。究其原因,是由于战略在执行环节出了问题。

如何建立一套有效的战略执行体系,确保企业的发展战略得到高效实施,成
为每个企业都面临的重要课题。

CAH 集团公司(中文全称首都机场集团公司,英文全称 Capital Airport
Holding Company,缩写 CAH)于 2002 年 12 月 28 日组建成立,是一家由中
国民用航空局直接管理的大型国有企业集团。从组建至今,集团公司的发展
战略经过多次调整。2008 年,按照中国民用航空局的管理要求,CAH 集团
制定了新的发展战略体系。然而,经过一年多的贯彻执行,战略实施效果并
不理想。2010 年 6 月,通过对 CAH 集团战略执行情况的调研评估,发现集
团公司在战略实施过程中还存在战略共识度不高、战略责任分工不明确、缺
少战略跟踪和反馈机制等三个主要问题。针对 CAH 集团公司战略执行中存
在的具体问题,本文提出运用战略解码的方法构建战略执行体系,提高企业
的战略执行力。CAH 集团战略解码体系的构建,包括战略共识、任务分解、
运营监控和考核调整等四个战略执行关键流程环节和战略管理办公室这一专
职战略管理机构。在文章的最后部分,阐述了 CAH 集团战略解码体系的具
体实施流程和方法。通过战略解码体系的实施,CAH 集团将企业的发展战略
与日常运营紧密结合,提高了全集团的战略执行效果。

本文从战略管理理论出发,综合运用文献研究、问卷调研及访谈、比较
分析、定性分析、理论分析与实证研究相结合等研究方法,探讨了 CAH 集
团战略执行中存在的问题及战略执行体系的构建。为其他国有企业建立战略
执行体系提供了可以借鉴的方法和思路。

Abstract
Nowadays more and more business leaders are starting to focus on
corporation strategy and deeply understanding the significance of strategic
management for the corporate future development. However, after spending a lot
of time and money to develop a strategy, most enterprises find that the strategy is
difficult to be effective. The reason is due to the problem in strategy execution.
How to establish an effective strategy implementation system which can help
enterprise efficiently carry out the strategy becomes an important issue for every
business corporation.
CAH Company (Capital Airport Holding Company) was established on
December 28, 2002. CAH Company is a large state-owned enterprise affiliated to
CAAC (Civil Aviation Administration of China). From the formation to the
present, the development strategy of CAH Company has been adjusted several
times. In 2008, CAH Company developed a new development strategy, in
accordance with the regulatory requirements of the CAAC. However, after more
than one year, the implementation effect of the strategy is not ideal. In Jun. 2010,
through the assessment of research on the implementation of strategy, CAH
Company found that there are three main problems in strategy execution: low
strategic consensus, non-clear division of strategic responsibilities, lack of
strategic tracking and feedback mechanism. Focused on the problems above, the
thesis builds a strategy execution system using strategic decoding method to
improve the implementation of the strategy. The strategy decoding system of
CAH Company includes four strategic key process factors and one full-time
strategic management agency, which are strategic consensus, strategic task
decomposition, execution monitoring, performance evaluation adjustment and
strategic management office. In the last part, the paper presented the detailed
steps for implementation of strategy decoding system in CAH Company. Through
the implementation of the strategy decoding system, the development strategy of
CAH Company is combined with the daily operations closely and the execution
effect of the whole enterprise has been highly enhanced.
