随着公积员队伍的壮大,各种针对公务员的制度相继出台,在这些制度当中,
激励机制作为核心机制,它的存在不仅仅能够激励成员,使其工作效率不断增加,
而且还能促使员工提高积极性,能最大限度的发挥出它的创造能力。作为统计工
作,它的主要任务是收集汇总各行各业数据,通过计算总结出事物的发展规律,
体现了党的决定及其对民生的影响。
‘而市邊统计系统起着桥梁纽带作用,是一个省级连锁性调查乃至国家数据质
量控制系统,统计工作的最前线。随着政务统计工作建设的不断完善,强化统计
服务,提高统计方法,拓展统计范围,这是必须要做到的统计要求,更是统计工
作的职责所在。所以,要想打造一支出色的市级统计部门队伍,那就需要提高这
支队伍的素质,将整个团队的品质最大限度的体现出来,充满活力。然而,大量
的市级统计部门就是缺乏这样的有效激励机制,这就使得整个统计部门的职工,
对于工作的积极性不佳,缺乏工作动力。同时对于统计人员的现代化管理水平也
受到了阻碍。因此,全市统计系统建立有效的激励机制,将管理的效率大大提高,
使整个统计人员承认该激励机制的优点,这对于全市的统计系统来说是一个很值
得研究讨论的话题。
本文通过利用激励理论和需求理论,站在管理学的角度,查找和分析A市统
计局的人员激励的现状,对现状进行系统的探究,找出问题的原因所在,加以改
进。本文所设计的原则是:以人为本的理念,将差别化激励机制以及各种激励能
够互相促进,综合利用起来,利用至统计系统的激励机制当中去,本文共设计通
五种激励方案分别是:绩效考核的激励,参与和培训的激励,统计文化建设的激
励,以及晋升激励。在实际应用中,该方案已经通过法律、经济、政治的高度上
进行了可行性分析,并明确了 A市统计局激励机制存在的问题。

Abstract
With the growth of the civil servant team, all kinds of system for civil servants
have been issued, incentive system as a core system,it not only can inspire members to
make their work efficient, but also can prompt employees to increase enthusiasm and
play their maximum creativity. As a statistical work, its main task is to collect summary
data of all trades,summed up the development law of things by calculation, reflect the
party!s decision and its effection on the livelihood of the people.
As city level statistic, it plays the role of bridges and belt for statistical system,and
is a provincial chain survey and national data quality control system, which is in the
forefront of the statistical work. With the constant improvement of the statistical work,
it is the statistical requirements to improve statistical methods and expand the statistical
scope,but also the responsibility of the statistical work. Therefore, to build a special
team of a city level statistical departments, it needs to improve the quality of this team,
then reflect the whole team quality utmost with full of vitality. However, many statistics
departments is lack of effective incentive system, so that the statistics department staff
is lack of enthusiasm for work,lack of motivation. At the same time, the modem
management level of the statistics personnel are obtained. Therefore,establish an
effective incentive system for the city's statistics system,which will greatly improve the
efficiency of management, make whole statisticians admitted tihie advantage of the
incentive system,it is a worthy topic of discussion for statistical system of the vdiole
city .
In this paper, through using the incentive theory and demand theory, from the
perspective of management, to find and analysis staff motivation of A city statistics
bureau,find out the cause of the problem and correct it. Principle of this paper is: the
concept of people-oriented, the differential incentive system to promote a variety of
incentives each other, and make them comprehensively utilized for the incentive system
of statistical system, this paper designed five kinds of incentive scheme: performance
evaluation incentive, participation and training incentives, statistical culture
construction inc^itives, as well as the promotion incentives. In practical application,the
scheme has been completed the feasibility analysis on the height of the law,economy
and politics, and identified incentive system problems of A city bureau of statistics.
