摘要

以国家统计局鄂尔多斯调查队为研究对象,作者系统梳理激励相关理论,结

合国家统计局鄂尔多斯调查队的职能定位,以调查问卷的形式,就激励相关因素

包括工作本身、晋升机会、组织制度、收入与福利、领导因素、工作环境、信任

与授权、人际关系等方面进行问卷调查,通过问卷结果分析,国家统计局鄂尔多

斯公务员最关注的激励因素是工作本身、晋升机会、收入与福利,对不同职务级

别、不同年龄、不同性别进行分类汇总,分别得出相应结果;同时对国家统计局

鄂尔多斯调查队的公务员工作满意度进行分析,结果显示总体满意度为77.3%,对

不同职务级别,年龄、性别进行汇总分析。通过调查结果分析,作者提出改进鄂

尔多斯调查队激励机制在几个针对性建议。一是提升统计调查职业认同感,营造

充满活力的组织文化,二是推行可量化的绩效考核体系,三是提高任职晋升与考

核的关联度,四是积极探索对于工作流程及工作方式的新方法,五是逐步加大公

开选拔领导干部力度,六是建立完善政治理论与职业能力并重的培训机制,七是

建立完善有效的监督评价机制。

Abstract

By the survey office of the National Bureau of statistics in Ordos investigation as

the research object, the author systematically the relevant motivation theory, combined

with the National Bureau of statistics of Ordos investigation team functions, in the form

of the questionnaire, the incentive to conduct questionnaire survey factors including the

work itself, promotion, organization system, income and welfare, leadership,work

environment, trust and authorization, interpersonal relations,through the questionnaire

result analysis, incentive factors, the National Bureau of statistics Ordos civil service

pay most attention to the work itself, promotion opportunities, income and welfare, to

classify the different position, different age, different gender, the corresponding results

obtained respectively; at the same time, the National Bureau of statistics of Ordos

investigation team of civil servants work satisfaction analysis,results show that the

overall satisfaction is 77.3% to the different rank, age, gender analysis. Through the

survey results,the author put forward the improvement Ordos investigation team

incentive mechanism in several suggestions. One is to enhance the statistical

investigation occupation identity, to create a vibrant culture of the organization,the two

is the implementation of quantitative performance appraisal system, three is to improve

the promotion and evaluation of the degree of association, four are actively exploring

new methods for the work processes and working methods, five is to gradually increase

the open selection of leading cadres, six capacity building training and occupation

career development training and learning mechanism based on supervision and

evaluation mechanism, seven is to establish the perfect and effective.
