摘要
公务员激励属于公共部门人力资源管理的范畴。在我传统的公务员人事管理制度
下,公务员被动执行命令,个性化需求得不到满足,公务员内部平均主义严重、官本位
主义现象严重、激励理念严重缺乏,激励方式缺乏多元化,使得公务员工作的积极性、
主动性和创造性得不到有效的激发,严重影响了整个公务员队伍的生机和活力。改革开
放以来,我国公务员管理实现了从传统人事管理向公共部门人力资源开发与管理的转
变,以人为本的人力资本开发理念带动了公务员激励制度制度,公务员的薪酬、培训、
考核、职务升降、奖惩等环节的激励作用被逐步发掘并且得以进一步完善,加之对西方
各种激励理论和方式的借鉴,充分调动了公务员队伍的生机和活力。

本文先交代了选题的背景,阐明了选题的理论和实践意义,在对国内外相关研究进
行综述的基础上,给出本研究的主要内容、研究方法和技术路线。其次给出了公务员激
励和公务员激励制度的涵义,并对公务员激励的相关理论基础的综述和述评,从这些理
论中寻找和探究公务员激励的思路和办法。

论文以西乡塘区双定镇政府公务员管理实践为背景,介绍了西乡塘区双定镇政府公
务员激励制度的现状,对西乡塘区双定镇政府公务员激励制度存在的问题及其成因做了
分析。在此基础上提出了进一步优化双定镇乡镇公务员激励制度的对策。这是全文的重
点和最终落脚点,主要从创新激励激励理念、加强公务员思想政治教育、完善各项激励
制度、采取多元化激励方式、完善激励监督机制等层面,来探讨如何进一步完善双定镇
公务员激励制度。

Abstract
Civil service incentive belongs to the scope of public sector human resource
management. Under the traditional civil service personnel management system, civil servants
passively execute the command, the personalized needs are not met, within the Civil Service
egalitarianism is serious, the official selfishness phenomenon and the lack of incentive
concept is serious, incentives lacks diversification. The enthusiasm, initiative and creativity of
the civil servants cannot be effectively stimulated, which have a serious impact on the vitality
and vigor of the entire civil service. Since the reform and opening up, China's civil service
management has achieved the change from the traditional personnel management to a public
sector human resources development and management, people-oriented human capital
development philosophy has promoted the development of the civil service incentive system.
The incentives of the civil service pay,training,assessment, duty lift, incentives and other
aspects of being, in addition to the Western incentive theory and the way they draw.gradually
excavated and can be further improved to fully mobilize the vigor and vitality of the civil
service
This paper take the Xixiangtang district Shuangding town government civil service
management practice as ifs writing background, it clarifies the theoretical and practical
significance of the topics, on the basis of review of related research, it listed the main content
of this research, research methods and technology roadmap. And it gives the meaning of the
civil service incentive and the civil service incentive system, followed by the motivation of
civil servants theoretical basis Review and Commentary. This chapter is trying to find ideas
and approaches to explore the civil service incentive from these theories carve.
