本文结合技术创新和战略管理等理论，对山东省重要的生物化工企业——山
东雪花生物化工股份有限公司进行了深入剖析，对山东雪花技术创新面临的内外
部环境和竞争对手技术创新现状进行了分析，介绍了山东雪花的发展历程、组织
结构、产品结构和技术创新管理制度。明确了公司在技术创新方面的优势、劣势、
机遇和挑战，提出了山东雪花公司现阶段需要遵循集中式技术创新为主，差异化
和多元化技术创新为辅的技术创新战略,确定了公司技术创新战略的目标、重要
任务和发展阶段，并从五个方面提出增强创新意识，提高创新管理的紧迫感和责
任感；完善技术创新体系，健全体制机制；实施人才引进与自主培养相结合的人
才战略；加强研发投入，建设多元化的投融资机制；培育创新文化，形成有利于
技术创新的文化环境等保障措施。

Because of the impact of the international financial crisis and the European
sovereign debt crisis, China's economic growth has been significantly impact the
urgent need to change the mode of economic development, pulling past dependence
on exports, export-oriented economic growth need transfer to the mode of the
endogenous economy based independent innovation. Enterprises are the mainstay of
technological innovation, and enhance the capability of independent innovation of
China's enterprises, and become the key to speed up China's industrial transformation
and upgrading, to achieve sustainable economic development.
Based on the technology innovation theory and the strategic management theory,
we analyzed Shandong Xuehua Biological Chemical Co.LTD, one important
biological chemical enterprise in shandong province. We analyzed internal and
external environment and the technological innovation of competitor, introduced the
development course, organization structure, product structure and the enterprise
system of technology innovation.We get the strengths, weaknesses, opportunities and
challenges. Shandong Xuehua needs to follow a centralized technology innovation
mainly differentiated and diversified technological innovation, supplemented by
technical innovation strategy .We got the technical innovation strategy target,
important misson and development phase and proposed how to carry out the
technology innovation strategy from five aspects. These measures included
strengthening the construction of innovative concept, enhance the sense of urgency
and innovative management; perfect technical innovation system, improve the system
and mechanism; the implementation of introducing talents and cultivation talents
strategy; strengthen the construction of R&D investment, diversified financing
mechanism; cultivate innovative culture, form the cultural environment of technology
innovation.
