摘 要
青年人才开发是企业人才战略的重中之重,人才的开发和培养对维持企业在竞争中保持优势起
着决定性作用。人才开发是一个较长期的过程,人才开发的质量对企业发展质量的影响越来越大。
对企业来说,要有培养的计划和培养工作管理的机制来促使青年人才能力和水平的提高,还要有完
善地激励机制,去激发青年人才的创造力和留住青年人才。因此,对青年人才数量占到七成以上的
中建八局总承包公司的青年人才开发问题进行对策研究,是我们急需解决并具有较强现实意义的问
题。
本文的研究目的在于帮助中建八局总承包公司在激烈的市场竞争中保持青年人才发展优势,对
公司的青年人才进行有效培养。本文使用了文献分析法、访谈法和案例分析法等研究方法,对中建
八局总承包公司青年人才开发的现行机制、存在问题和存在问题的原因进行了系统分析,通过对青
年人才开发和国有企业青年人才开发的观念进行深入的理论分析,制定了以“导师带徒制”的青年
人才开发对策,并选取样本进行了实证研究。论文主要内容包括绪论、国有企业青年人才开发理论
概述、中建八局总承包公司的青年人才开发状况、中建八局总承包公司青年人才开发存在的问题及
原因、中建八局总承包公司青年人才开发对策研究、“导师带徒制”案例分析和结论七个部分。主要
的研究内容有:一是对青年人才开发的内涵和特点、青年人才开发的基本理论、国有企业青年人才
开发的理论分析进行了介绍。二是中建八局总承包公司的概况、以及中建八局总承包公司青年人才
开发的现状进行了分析和说明。三是对中建八局总承包公司在青年人才开发中存在的问题及原因进
行了分析说明。四是围绕中建八局总承包公司青年人才开发对策研究,提出对在项目一线建立青年
人才培养基地、以岗位练兵推进中建八局总承包公司青年人才开发进程、建立中建八局总承包公司
青年人才开发的全面激励机制、建立中建八局总承包公司青年人才的持续发展与自我开发的长效机
制。五是以导师带徒制为例实证研究中建八局总承包公司青年人才开发对策研究工作构想。

Abstract
Young talents development plays the most important role in the talents strategy. And it is also crucial for
the enterprise to maintain competition. Talents development need a long way to go, meanwhile the degree of
the talents development affects the enterprise development.Enterprises should have a training plan and
management mechanism toimprove the capacity and level of young talents. It also need the completely
incentive system to stimulate talents' creativity and retain the talent.Therefore , the study and research of the
young talents development in the china construction eighth engineering divisionCorp.ltd which contains over
70% young employees is urgent and meaningful.
The purpose of this paper is to help the china construction eighth engineering division Corp.ltd
keepadvantage of young talents development in the fierce marketcompetition and cultivate the young talent
effectively.
This paper studys the china construction eighth engineering divisionCorp. ltd’s issues via document
analysis,interview,case study.It provides the teachers-coach-students in young talents development,and
chooses sample to study through the deep research between young talents development and state-owned
enterprise talents sense. This paper mainly contains introduction,the brief overview of state-ownedenterprise
