摘要
城市化是社会经济发展和社会工业化到一定程度的产物，也是社会进步的重要标志
随着城市规模的快速扩张，我国不少大中城市出现了具有我国特色的城中村，大量存在
的城中村阻碍城市的发展布局，影响城市的建设规划。中建方程是一家从事旧城改造，
新农村建设的专业公司，投资的城市改造项目具有投资大、建设周期长、难度大等一系
列特征，对管理技术和资金要求较高。在国家大力推广PPP模式的背景下，中建方程公
司也在城市改造领域引入PPP模式，这种模式具有操作流程复杂、参与方多等特点，将
PPP 模式应用于投资项目的风险很大。因此，为了保证投资项目的安全，有必要对 PPP
模式下的投资风险进行研究
本文以中建方程公司投资项目为研究对象，对其所存在的风险开展研究、分析和评
估。作者对风险管理的概念和理论进行了梳理，对风险管理的国内外研究成果进行学习，
为本文的研究提供理论支持。在介绍项目概况和背景的基础上，作者分析了项目的特点，
通过对项目实地的调查和研究，结合PPP项目的特征，从投资前期、投资实施以及投资
运营三个阶段对项目的风险因素进行了识别。把项目风险分为22个一级风险和若干个二
级风险。接着，在风险识别的基础上，建立了风险评价的专家小组，从风险发生的可能
性和损失程度两个方面对风险因素进行评价和排序，根据重要程度，本文认为项目应该
关注的风险分别是政策法律风险、土地获取风险、融资风险、施工安全风险和运营管理
风险。针对以上风险，作者提出了风险应对的措施。为了确保风险管理的顺利开展，本
文还提出了若干保障
本文的研究方法、内容和结论对我国基础设施领域推行PPP模式，降低投资风险，
保证投资顺利实施方面具有一些借鉴价值。同时希望我国企业能够熟悉和运用风险管理
的基本方法和工具，更加科学的分析评估和管理投资项目的风险，提升管理水平，实现
更好的经济和社会效益

ABSTRACT
Urbanization is the product of social and economic development and social
industrialization to a certain extent, and it is also an important symbol of social progress. With
the rapid expansion of urban scale, many large and medium-sized cities in China have
emerged villages with Chinese characteristics. A large number of urban villages obstruct the
layout of urban development and affect the urban construction planning. CSCEC FC
Company is a specialized company engaged in old city transformation and new rural
construction. The urban renovation project invested has a series of characteristics, such as
large investment, long construction cycle and great difficulty, which requires higher
management technology and capital requirements. In the background of promoting the PPP
mode, CSCEC FCCompany also introduced PPP mode in the field of urban transformation.
This mode has the characteristics of complex operation process and many participants. So the
risk of applying PPP mode to urban transformation projects is very large. Therefore, in order
to ensure the safety of investment projects, the risk management of PPP model projects must
be carried out.
This article takes investment project of CSCEC FC Company as the research object. It
carries out the research, analysis and evaluation on its risk. The author sorts out the concept
and theory of risk management, and studies the research results of risk management both at
home and abroad, so as to provide theoretical support for this research. On the basis of
introducing the general situation and background of the project, the author analyzes the
characteristics of the project. Through the investigation and research of the project, combined
with the characteristics of the PPP project, it identifies the risk factors from three stages,
namely, the early stage of the project, the implementation and the franchising. The project risk
is divided into 22 first - level risks and several two - level risks. Then, on the basis of risk
identification, established a panel of risk assessment, evaluation and ranking of risk factors
from two aspects: the possibility and extent of damage occurred, according to the important
degree, the project department should pay attention to the risk are policy legal risk, land
acquisition risk, financing risk, risk of construction safety operation and risk management. In
view of the above risks, the author puts forward the measures to deal with the risks. In order to

ensure the smooth development of risk management, this paper also put forward a number of
safeguards.
The research methods, contents and conclusions of this paper have some reference value
for implementing PPP mode in our infrastructure field, reducing investment risk and ensuring
smooth implementation of projects. At the same time, I hope our enterprises can be familiar
with and apply the basic methods and tools of risk management, and analyze and evaluate
risks of PPP projects more scientifically, improve project management level, and achieve
better economic and social benefits.
