摘 要
邮政速递物流,作为邮政体制改革的产物,在改革中不断的发展壮大,历经
多次企业重组改制建立了现代企业制度,也同样经历了从垄断走向市场竞争带来
的管理困惑。面对快递物流业的飞速发展,面对实现整体改制上市,面临更多挑
战、实现更大发展的决定性时期,邮政速递物流迫切需要建立一个能够服务于企
业核心战略、更好适应快递物流业市场竞争发展趋势和环境的绩效管理体系,然
后以此为基础持续提升企业的内部管理水平
绩效管理作为实现企业战略目标和经营决策的重要工具之一,目前在T市邮
政速递物流公司却仍处于绩效考核初级阶段,因考核体系及配套制度不健全,且
大家的思想意识和观念尚未从传统观念中脱离,大多数人仍把绩效考核等同于绩
效管理,把绩效考核作为每月扣罚奖金的工具,因此绩效管理的实际作用并未真
正发挥。且在公司内部,谈考核的多于谈管理的,谈结果的多于谈过程的。除了
考核与指标的量化,在公司内部绩效管理再也没有其他的内容可言,做了指标的
量化就做了考核,做了考核就是做了绩效管理。同时,公司各层领导普遍存在“重
考核、轻沟通,重业绩、轻行为”的心理,导致考核指标设计不够科学、考核方
式单一、考核内容不全面,绩效管理整体偏离了公司发展战略,且达不到辅助决
策、改善绩效和增强团队合作精神的目的
本论文的着眼点和范围界定在T市邮政速递物流公司这一企业微观组织层面
上,通过对绩效管理相关理论及技术进行学习和研究,借助文献综述法、问卷调
查法、理论联系实际法、定性分析、定量分析等方法,从T市邮政速递物流公司
的基本情况与考核和管理现状出发,分析了 T市邮政速递物流公司绩效管理现状
及存在的问题,从而提出了增加行为绩效考核指标的创新点,设计出了该公司的
绩效指标体系方案,同时为保证绩效考核的执行能达到预期目丨标,提出了与之相
配套的保障制度,从而制定出符合企业发展战略和员工利益的绩效管理体系。对
于T市邮政速递物流公司提高管理水平、增强核心竞争力、实现发展战略具有一
定的借鉴意义和价值

ABSTRACT
The postal express logistics, as the product of the postal system reformation,
reformed during the continuous development and growth, and has established the
modern enterprise system through many enterprise restructuring, also faced
management confusion from monopoly to competition. In the face of the rapid
development of express logistics industry, the overall restructuring listed, and the more
challenges to achieve greater development decisive period, postal express logistics
urgently need to establish a core strategy that can serve the enterprise, a performance
management system that can adapt to express logistics market competition environment
belter, and then promote enterprise internal management level continuously based on
this.
Performance management as one of the important tools that can realize enterprise
strategic target and business decision, is still in the primary stage of performance
appraisal currently in T city postal-delivery logistics company,for evaluation system
and supporting system is not pcrfcct, and everyone's ideology and concept have not get
rid of the traditional conccpt, most people are still putting the performance appraisal
equal to performance management, setting the performance appraisal as a punish tool
monthly,so the actual action of the performance management did not play. And within
the company, people that talk about appraisal are more than management, talk about the
results are more than process. In the company internal performance management ,in
addition to the assessment and quantitative indicators ,there was no other content .Have
done the quantitative indicators just as finished the appraisal, finished the appraisal is as
done the performance management. At the same time, each layer in the company
common have psychological of value assessment, despise communication, value
performance, despise behavior which made the appraisal indicators not enough
scientific, the appraisal way is single, appraisal contcnt is not comprehensive,
performance management deviated from the company's development strategy, and can
not reach the purpose of aid decision making, improve performance and enhancing the
team cooperation spirit.
This paper starting point and scoping in the enterprise microscopic level of T city
postal-delivery logistics company, through the studying related theory and technology
of performance management , by means of method of literature review,questionnaire
survey method, theory with practice method, qualitative analysis and quantitative
analysis, from T city postal-delivery logistics company's basic situation , appraisal and
management status, have analyzed the present situation and problems of performance
management in T city postal-delivery logistics company. Thus proposed the innovation
of increasing behavior performance evaluation indicators, have designed the
performance indicator system scheme of the company .At the same time,in order to
ensure that the implementation of performance appraisal can achieve anticipated target,
this paper puts forward the corresponding security system, so as to formulate the
performance management system that conforming to the enterprise development
strategy and the interests of the employee. For T city postal-delivery logistics company,
this system which can improve the management level, enhance core competitiveness
and realize the development strategy has certain reference significance and value.

本章节通过研究T公司及其所处行业现状和分析研究H的,提出了进行绩效
符理体系改进设计的意见,并掘此明确了研究内找出了述合的研究方法

经过30多年的发展,我W快递业已经形成了。。。
