I 摘要 建筑业已成为我国经济建设和发展的重要支柱产业，对于我国的经济建设与社会 发展做出了非常重要的贡献。但是近年来，建筑企业因为同业 竞争带来的冲击以及市 场环境下行带来的影响，其原材料价格持续攀升，并且存在非常严重的劳动力不足问 题，同时当前我国采取了最低价中标以及其他相关的规则，导致建筑 企业的利润率明 显降低，部分建筑企业出现了比较严重的现金流短缺问题，甚至因此陷入经营困境， 基于这种情况，建筑施工企业应当明确自身面临的困境，并且要及时采取措 施进行调 整[1]，显然之前的粗放式工程管理方式已不再适合当今的建筑行业。而在这其中的成 本控制则是建筑工程项目管理中的关键，直接影响着建筑工程的施工质量、施工进 度 以及企业的收益等，决定着企业能否长期发展，是提高企业经济效益的重要途径之一。 本研究选择L建筑公司作为案例，对其工程项目进行系统分析，应用成本控制的 研究理 论进一步探究项目的施工前的成本、施工中的成本以及施工后的成本。首先， 从项目成本控制的内容，分析了L建筑公司工程项目成本的事前控制、事中控制、事 后控制的普遍现 状，并对项目控制的效果进行了评价。其次，发现了L建筑公司工程 项目成本控制中存在的材料成本过高、成本控制不严、建安成本失控和项目签证频繁 等普遍问题。并深入分析 了产生成本控制问题的主要原因在于人员素质、管理制度、 控制过程等方面的问题。最后，基于建筑公司在工程项目成本管控方面出现的普遍问 题，从完善管理制度、提高人员 素质、认真履行合同和建立健全激励和约束机制等方 面提出了具体对策。 关键词：建筑企业；项目成本；目标成本；成本控制 Abstract II Abstract Asoneofthepillarindustriesinthedevelopmentofnationaleconomy,construction industryplaysanimportantroleinthedevelopmentofsociety.However,inrecentyears, constructionenterpriseshavebeenaffectedbythemarketenvironmentandcompetitionin thesameindustry.Therisingpricesofconstructionrawmaterials,laborshortages,the winningofthebidatthefinallowestpriceandotherruleshaveledtoasharpdropinthe profitsofenterprises,causestheenterprise'sFundespeciallythecashflowseriousshortage, thencausestheenterprise'smanagementtofallintothedifficultpositiontomove difficultly.Facingthepresentsituation,theconstructionenterprisesmustcarryonthe managementadjustmentintime,obviouslybeforetheextensiveprojectmanagementisno longersuitablefortoday'sconstructionindustry.Andthecostcontrolisthekeyinthe constructionprojectmanagement,whichdirectlyaffectstheconstructionquality, constructionprogressandtheprofitoftheenterprise,anddetermineswhetherthe enterprisecandevelopinthelongrun,itisoneoftheimportantwaystoimprovethe economicbenefitofenterprises. Inthispaper,lconstructioncompanyprojectastheresearchobject,basedonthecost controltheory,analysisofthecostoftheprojectbeforeconstruction,constructioncosts andcostsafterconstruction.Firstofall,fromthecontentofprojectcostcontrol,thispaper analyzesthegeneralsituationofLConstructionCompany'sprojectcostcontrolinadvance, in- processandafter,andevaluatestheeffectofprojectcontrol.Secondly,thecommon problemsofLConstructionCompanyinprojectcostcontrolarefound,suchashigh materialcost,laxcostcontrol,constructionandinstallationcostoutofControland frequentprojectvisa.Themaincausesofthecostcontrolproblemsareanalyzedindetail, suchaspersonnelquality,managementsystem,controlprocessandsoon.Finally,inview ofthecommonproblemsexistingintheprojectcostcontroloflconstructioncompany,this paperputsforwardsomeconcretecountermeasuresfromperfectingthemanagement system,improvingthepersonnelquality,earnestlyfulfillingthecontractandestablishing andperfectingtheincentiveandrestraintmechanism.
