摘要
建筑行业作为市场经济的增长动力，随着建筑行业的不断兴起，建筑项目利
润逐渐下降，这就迫使建筑行业必须重新寻求利润空间，而利润空间的扩大则必
然要求建筑工程项目将成本控制到预设标准以下。对于建筑项目成本的控制，则
必须从成本预算、成本管理水平以及成本核算等方面着手，逐渐减少项目周期以
及施工程序，保证项目质量的前提下，逐渐压缩成本，实现经济效益。所以，科
学的项目成本控制模式以及决策机制就成为建筑施工企业亟待解决的问题

本文立足于建筑项目工程实际以及项目成本控制相关理论，在阐释建筑项目
成本、成本控制体系的基础之上，对 E 建筑公司成本控制现状予以描述，对项目
成本控制存在的问题进行了揭示；在充分分析影响项目成本控制的因素之后，深
入剖析 E 建筑公司项目成本控制效益低的成因，针对 E 建筑公司项目成本控制的
现状，结合金融文化中心项目的实际情况和成本控制问题，分别从成本预算、目
标成本确定、实际成本、成本纠偏等角度，探索性地试图构建一个强调有效性的
项目成本控制框架，并对其进行了效果评价

Abstract
As a power of economy growth, construction is increasing. The average profit is
declining. This has forced the construction industry to seek profit space, and the profit
space expansion is inevitably requiring construction engineering project cost control to
a point. For the construction project cost control, it must be from the level of cost
budget, cost management and cost accounting and other aspects, gradually reduce
project cycle and construction procedures, ensure the quality of the project under the
premise of gradual compression cost, realize economic benefits.do low cost, short
construction period, to improve the economic benefits of the project. So, the scientific
project cost control model and decision mechanism has become an urgent problem in
the construction industry.
Based on the development background of the construction projects in our country
and the analysis of domestic and foreign related research theory, the reason for decline
in the overall economic benefit of construction industry study; Related concepts in the
interpretation of the construction project cost management, cost management method
and basic principle, on the basis of the construction project cost management mode is
not reasonable and the cost control system is not sound to reveal; Analyses the cause of
E extensively construction company project cost control model, based on the status quo
of E construction company project cost control, combined with the actual situation of
financial and cultural center project and cost control mechanism, respectively from the
cost prediction and control ability, evaluation system, running mechanism, fund
arrangement, the terms of the contract, such as Angle, put forward a relatively stable,
the new system, effective cost control system.
