摘 要
在我国煤炭企业经营活动中，煤炭企业的生产过程都要雇佣承包商从事部分甚至大
部分生产活动。近些年来，煤炭生产企业发生的多数安全生产责任事故都和承包商有着
直接或者间接关系，承包商的安全管理依然是成为了影响企业安全绩效、安全生产的重
要因素之一。所以，承包商安全管理已经成为了现代煤炭生产销售企业安全生产管理中
的重要安全管理手段。

本文以榆林神华公司（以下简称“榆林神华”）为研究对象，依照招投标管理理论、
安全系统工程理论、事故致因理论、基于 PDCA 循环安全管理改进改善理论，全面研究
分析榆林神华承包商安全管理存在的客观问题，构建了从承包商选择、评价、管理、监
督、考核、改进的精细化管理过程和程序，使榆林神华建设工程走上规范化、标准化轨
道，更好地保障员工的生命安全和根本利益，促进公司安全与生产的协调发展。

通过榆林神华承包商安全管理机制的构建，为系统解决榆林神华承包商安全管理提
供了可持续的、系统化管理方法，为榆林神华承包商安全管理提供了支持和保障，对榆
林神华可持续发展具有良好的促进作用。同时，对从事煤炭生产的单位提供了一种新的、
科学的承包商安全管理途径。

ABSTRACT
In the operating activities of coal enterprises in our country, the production process of
coal enterprises to hire contractors engaged in some or most of the production activities. In
recent years, the majority of production safety accidents in coal enterprises are closely linked
with the contractor, contractor safety management is still has become one of the important
factors affecting the production of enterprise security, safety performance. So, the contractor
safety management has become an important means of safety management in the management
of modern coal production enterprise safety production.
In this paper, taking Yulin Shenhua company (hereinafter referred to as the Yulin
Shenhua) as the research object, in accordance with the bidding management theory, the
theory of safety system engineering, the accident causing theory, management cycle safety
improvement based on PDCA theory, a comprehensive study and analysis of the problems
existing in the safety management of Yulin Shenhua contractor, constructed from the
contractor selection, evaluation, management, supervision, evaluation, improvement of fine
management process and procedures, make Yulin Shenhua project on standardization,
standardization of the track, and better protect the safety of life and the fundamental interests
of the employees, promote the coordinated development of company safety and production.
Through the Yulin Shenhua contractor safety management mechanism, the system
provides system management method of sustainable, safety management of Yulin Shenhua
contractors to solve, provides support and guarantee for the safety management of Yulin
Shenhua contractor, has a good role in promoting the sustainable development of Yulin
shenhua. At the same time, provided the contractor safety management a new way, the
science of engaged in coal production unit.
