摘要

随着3G向4G时代演进,通信业代维外包领域正在发生深刻变化。客户需求

的曰益复杂、移动数据流量急剧增长以及技术的飞速发展,给通信网络维护服务

提出了新的要求:建设周期缩短、室内覆盖要求更高、终端服务增多,维护工作

量、协调的难度和复杂性加大以及测试和网络优化要求更频繁。以往原有的分散

的属地化运维模式不仅造成了运维成本的增加,也使得整个运维的效率受到影响,

在此背景下,集中化综合代维的理念应运而生。

近几年来,电信服务外包市场正在呈现新的特点。电信服务业外包市场总的

发展趋势归结为四个方面。一是从分散外包向整合外包转变,二是从浅度外包向

深度外包转变,三是从本地外包向跨区外包转变,四是从短期外包向长期外包转

变。

综合代维在整合代维资源、提高规模效应、标准化代维及全业务经营发展等

方面具有优势。综合代维项目有其自身特点,项目管理方式也有别于其它类型项

目,外包企业需要借助先进的管理工具、丰富的经验以及创新的意识等优势,。综

合代维项目管理应运用项目管理专业知识,抓好质量管理、人力资源管理、风险

管理、成本管理、沟通管理等综合代维项目管理关键点,为客户提供高质量的综

合代维服务。

文中通过X地市综合代维项目的案例围绕综合代维项目的独特之处展示了项

目管理的具体操作,为后来者能在项目管理中提供可借鉴项目管理模式。通过项

ABSTRACT

With the evolution of 3G to 4Q the communication industry outsourcing is

undergoing profound changes. The rapid development of increasingly complex needs of

customers , the rapid growth of mobile data traffic and the development technology of

the communication network maintenance services, puts forward new requirements:

construction period is shortened/ the indoor coverage requirements are higher, the

terminal service maintenance workload increased,the difficulty and complexity,

coordination and increase test and network optimization requires more frequent. The

original decentralized localization operation mode is not only resulted in an increase in

the costs of operation and maintenance, the efficiency of the whole operation is affected,

in this context, centralized comprehensive maintenance concept emerge as the times

require.

In recent years,the telecom service outsourcing market is showing new

characteristics. Outsourcing market telecom service industry development trend is

summed up to four aspects. One is the change from decentralized outsourcing to

integration, two is the transition from shallow to deep degree of outsourcing, three is the

transition from local to regional outsourcing, four is the transition from short-term to

long-term outsourcing.

The advantages of comprehensive maintenance in the integration of maintenance

resources, improve economies of scale, standardization and maintenance and the whole

business development. Comprehensive maintenance project has its own characteristics,

the project management mode is different from other types of projects, and outsourcing

enterprises need the help of advanced management tools, rich experience and
