湖南电力通信系统设备在线除尘项目管理方案研究

摘要
电力通信系统项目管理是为了保证电力系统的安全稳定应运而生的。同电力
系统、电子通信以及电子通信控制系统、调度自动化系统被人们合称为电力系统
安全稳定运行的中流砥柱。 截至2017年，湖南500kV变电站部分保护、自动化、
电源、信息设备投运已超过八年，设备板件的浮尘、静电灰尘积累较多，二次设
备的散热性能大打折扣，这严重威胁设备的稳定运行，本文基于研究工程项目管
理组织目标，进行电力通信项目组织的优化，以便建立适应当前形式、高效顺畅
的优化项目管理方式
本文致力于研究电力通信系统的项目除尘管理方案，主要通过典型项目—在
线除尘项目管理改造，对项目实施、项目竣工验收提出具体要求，旨在进一步明
确管理职责、规范管理程序、统一管理标准，促进项目精益化管理水平全面提升
其中对在线除尘项目实施管理，包括项目的流程管理、项目的人力资源管理以及
项目的质量检测初步设计编制与评审管理、项目物资采购管理；在经过研究和分
析后进一步优化和提升项目组织的质量体系，有利于不断持续提高项目的质量
在调整工程通信部分的项目管理职能时，也应该适当明确通信部门的权利和责任，
进一步完善对电力公司通信系统建设项目的管理工作
随着湖南电力通信公司通信系统的调度日趋市场化；湖南电力系统辅助系统
也逐步成为电力系统的重要组成部分。交流500kV变电站二次设备其健康状况直
接关系到电网是否能安全稳定运行。在通过加强提升项目工程管理水平，提升对
于资源的利用率，起到降低生产成本节约资源的目的，在项目管理过程中，不断
提升工作效率和施工进度，管理过程中配以新技术和新工艺的使用，进一步提升
设备的综合利用率。通过建立符合电力通信项目的管理系统，对于电力通信工程
的发展和管理提供思路

Abstract
Power management system project management is to ensure the safe and stable
operation which had came into being. In the power system, electronic communications
and electronic communication control system, dispatching automation system is
known as the power system which can made it safe and stable operation of the
mainstay.Based on the goal of research organization, this paper will optimize electric
power communication project so as to establish an optimized project which adapts to
the present form efficiently and smoothly.
This paper is devoted to the study of the project management scheme. The author
mainly puts forward the specific requirements for the implementation from the
technical transformation management process. It aims to further clarify the
management responsibilities, which standardize the management procedures and
promote the level of lean management to enhance the project. The project
implementation management, including service procurement management,
preliminary design and evaluation management, material procurement management,
start preparation management, construction process safety and quality management,
material acceptance and receipt management, design changes and contract change
management which project completion management is specific Including the
completion of the acceptance management, project settlement and accounting
management, file management, the transfer of surplus material management and
demolition of old materials disposal management; after research and analysis to
further optimize and enhance the quality of the project organization system which
including the promotion of continuous quality improvement Provisions. In the process
of adjusting the project management function which the rights and responsibilities of
the communication department should also be appropriately strengthened. The
communication profession must carry on the whole process function management to
the feasibility study, the preliminary design, the bidding, the bid evaluation, the
construction, the acceptance link to the management project in the planning
department, the infrastructure department, The process of all the communication
function management and technical audit check work, and further improve the
communications company communication system construction project management.

With the Hunan electric power communication company communication system

guarantee. In this paper the project management to help improve the resource
utilization rate, reducing the production cost and resource saving, improving work
efficiency and construction schedule management process with the use of new
technology. In order to improve the comprehensive utilization rate of equipment.
Through the establishment of the management system , it provides ideas for the
development and management about power communication engineering.
