摘 要
随着我国经济社会的不断发展,当前金融行业正处于异常激烈的市场竞争、严格监
管时代,国家新一轮的改革和战略调整已经开始,国家市场对银行的发展提出了新的要
求。农商银行作为农村金融市场的主力军,是实现国家支持农业发展战略的关键环节。
L农商银行从创立至今,通过高速发展取得了一定的成绩,逐步成为当地体量较大的银
行,然而在当前的严峻形势下,L农商银行需要结合自身实际情况,从农业供应链金融
的视角找到新的发展思路和经营战略。如何从农业供应链金融的角度出发,确定 L农商
银行的发展与战略转型方向,找准市场定位,发挥差异化优势,增强企业的核心竞争力,
这是本文研究的主要内容。
本文以 L农商银行战略转型为研究主题,通过参考国内外文献资料,在总结了战略
转型、农业供应链金融以及农业供应链金融对商业银行产生影响相关研究成果和理论的
基础上,通过文献分析法、调研分析法、SWOT分析法等方法,着眼于对 L农商银行进
行内外部环境和发展现状分析。在对 L农商银行发展现状进行分析时,结合调研手段重
点了解银行发展遇到的问题及银行高层对于银行实施战略转型的态度和想法,在农业供
应链金融视角下对 L农商银行发展的战略环境进行深入分析。再运用SWOT分析法研
究 L农商银行的优势和劣势,机遇和威胁,进一步明确 L农商银行在发展中遇到的银行
架构不合理、业务种类单一、人员素质有待提升、贷款质量下降等问题,探讨解决问题
的思路和转型框架。最后得出研究结论,依据设计的框架总结出在农业供应链金融视角
下 L农商银行改革组织管理、创新产品服务、强化内控建设、推进人才建设和提供供应
链金融服务五个方面的战略转型实施路径,并在转型中从组织层面、技术层面、风控层
面、考核层面提出相应保障措施,以确保农业供应链金融视角下 L农商银行战略转型成
功,也为其他农商银行开展类似战略转型提供有益的借鉴。

Abstract
With the continuous development of China's economy and society, the current financial
industry is in an era of extremely fierce market competition and strict supervision. A new
round of national reform and strategic adjustment has begun, and the national market has put
forward new requirements for the development of banks. As the main force of rural financial
market, rural commercial bank is the key link to realize the national strategy of supporting
agricultural development. Since its establishment, L rural commercial bank has made some
achievements through rapid development and gradually become a large local bank. However,
under the current severe situation, L rural commercial bank needs to find a new development
idea and business strategy from the perspective of agricultural supply chain finance in
combination with its own actual situation. From the perspective of agricultural supply chain
finance, how to determine the development and strategic transformation direction of L rural
commercial bank, find the market positioning, give full play to the differentiation advantages
and enhance the core competitiveness of enterprises is the main content of this thesis.
This thesis takes the strategic transformation of L rural commercial bank as the research
theme. By referring to the literature at home and abroad, on the basis of summarizing the
relevant research results and theories of strategic transformation, agricultural supply chain
finance and the impact of agricultural supply chain finance on commercial banks. This thesis
focuses on the analysis of the internal and external environment and development status of L
rural commercial bank in the form of literature analysis, research analysis and SWOT analysis.
When analyzing the development status of L rural commercial bank, combined with the
research means, this thesis focuses on understanding the problems encountered in the
development of the bank and the attitude and ideas of the senior management of the bank on
the implementation of strategic transformation, and makes an in-depth analysis of the strategic
environment for the development of L rural commercial bank from the perspective of
agricultural supply chain finance. Then use theSWOT analysis method to study the
advantages and disadvantages, opportunities and threats of L rural commercial bank, further
clarify the problems encountered by L rural commercial bank in its development, such as
unreasonable banking structure, single business type, personnel quality to be improved,
decline in loan quality, and explore the way to solve the problems and transformation
framework. Finally, draw the research conclusion, summarize the implementation path of L
rural commercial bank's strategic transformation in five aspects: reforming organization and
management, innovating products and services, strengthening internal control construction,

promoting talent constructionand providing supply chain financial servicesfrom the
perspective of agricultural supply chain finance, and put forward corresponding safeguard
measures from the organizational level, technical level, risk control level and assessment level,
in order to make sure the success of L rural commercial bank's strategic transformation from
the perspective of agricultural supply chain finance, and also provide a useful reference for
other rural commercial banks to carry out similar strategic transformation.
