公共卫生事件背景下阿特拉斯公司的绩效管理优化研究
摘 要
阿特拉斯上海贸易公司(下简称阿特拉斯),是阿特拉斯科普柯集团在中国的
核心业务公司,公司主要以空压机销售及相关产品的售后维修保养业务为主,是一
家典型的机械类贸易公司,其产品的质量和销量在国内市场中处于领先地位。公司
近年来业绩稳定,各项管理制度基本沿用国外总部的模式。但随着公共卫生事件(新
冠疫情)的冲击也存在一些管理上的问题,比如,疫情更加突出了领导层对绩效管
理的重视程度的不够,员工参与感不强;一些部门的绩效考核指标没有结合疫情影
响做出合理的制定;公司在新冠疫情中做出一系列战略和人力资源调整,但后续相
应的绩效管理制度没有跟上,大大削弱了绩效管理的作用;绩效考核的评价和反馈
工作不足等。因此,就目前阶段,完善公司绩效管理体系,形成有效的奖惩和激励
体制,使员工绩效和公司战略高度统一,成为阿特拉斯改善绩效管理问题的重要途
经。
本文以阿特拉斯作为研究对象,概述了绩效管理的理论基础,分析了国内外研
究现状,采用访谈法、问卷调查法等方法,通过研究公司的人员状况、组织架构及
公司战略,结合绩效管理现状和各部门的职能特点,分析其中存在的问题,结合疫
情常态化下公司遇到的困难和机遇,利用平衡计分卡、关键绩效指标等工具将公司
的战略进行了合理化拆分,配合总部针对疫情实施的策略,分析这些策略对各部门
绩效造成的影响,制定出一套更加具体、更加容易实现和更加有效的绩效管理体系。
从绩效管理意识的培养到绩效考核的完善,再到绩效管理的保障措施,本文深入研
究了影响绩效管理的各个方面,并提出改进措施,提高员工的工作积极性,缓解疫
情带来的负面情绪,积极助力公司总战略的实现。
本文的研究目的是借助绩效管理的理论基础,通过研究阿特拉斯现行绩效管理
体系的问题和不足,结合新冠疫情这种重大公共卫生事件下企业会采取的措施,做
出适合公司发展的绩效管理优化方案,形成一套良性循环的体系,以提高公司人力
资源管理水平。通过本课题的研究弥补绩效管理在疫情这种重大公共安全事件下的
优化研究的不足,更加具体和有针对性的提出相应的策略,以便为以后类似时期的
企业平稳度过做参考和借鉴。本课题的研究成果可以充分发挥人力资源管理中的激
励作用,为特殊时期企业经济发展扫除内部障碍,促进企业的稳定和发展。

IOptimization of Atlas performance management in the context of
Public health events
Abstract
Atlas trading company in Shanghai (hereinafter referred to as "Atlas), Atlas group
manufacturing is the core business of the company in China, the company is mainly in air
compressor sales and related products after-sales maintenance services, which is a typical
machinery trading company, the quality of its products and sales in a leading position in
the domestic market. In recent years, the company;s performance is stable, and the
management system basically follows the model of foreign headquarters. However, there
are also some management problems with the emergence of COVID-19. For example,
The epidemic has highlighted the insufficient attention paid by the leadership to
performance management and the weak sense of employee participation. The
performance assessment indicators of some departments have not been properly
formulated based on the impact of the epidemic. The company made a series of strategic
and human resources adjustments in the COVID-19 outbreak, but the subsequent
corresponding performance management system did not keep up, which greatly weakened
the role of performance management. Insufficient evaluation and feedback of
performance appraisal. Therefore, at the current stage, the improvement of the
company;s performance management system, the formation of effective reward and
punishment and incentive system, so that the staff performance and corporate strategy
highly unified, become an important way to improve the performance management of
Atlas.
With atlas as the research object, this paper summarizes the basic theory of
performance management, analyzes the research status at home and abroad, the methods
of interview method, questionnaire investigation, through research, personnel,
organizational structure and corporate strategy, combining with the characteristics of
performance management status and the function of each department, the analysis of the
problems, Combined with epidemic normalized difficulties and opportunities, the
company using the balanced scorecard, key performance indicators such as tool to the
company;s strategy has carried on the rationalization of split, with headquarters in view of
the implementation of the strategy of epidemic, analysis the impact of these strategies on
II each department performance, set a more concrete, more easy to implement and more
effective performance management system. From the cultivation of performance
management awareness to the improvement of performance assessment, and then to the
safeguard measures of performance management, this paper deeply studied all aspects
affecting performance management, and proposed improvement measures to improve
employees; work enthusiasm, alleviate the negative emotions brought by the epidemic,
and actively help the realization of the company;s overall strategy.
The purpose of this study is using the basic theory of performance management, by
studying the atlas problems and the insufficiency of current performance management
system, combined with the enterprise under the new crown outbreak this major public
health event will take measures to make suitable for the development of the company
performance management optimization, forming a virtuous cycle of the system, in order
to improve the company;s human resources management level. Through the research of
this topic, the deficiencies of the optimization research of performance management
under the major public security events such as epidemic situation are made up, and the
corresponding strategies are put forward in a more specific and targeted way, so as to
provide reference and reference for enterprises in the similar period to survive smoothly
in the future. The research results of this topic can give full play to the incentive role of
human resource management, remove internal obstacles for the economic development of
enterprises in the special period, and promote the stability and development of
enterprises.
