致谢
时间如梭,转眼间,三年的研究生生活接近尾声。回想这三年,充实又快乐,
在课堂上聆听各位老师精彩授课的场景、与同学们参加活动组织聚餐的场景、与
导师探讨学术的场景……每一个画面都历历在目。回忆这些场景,不禁心潮澎湃,
心中的感激之情难以言表。
首先,非常感谢我的导师李凯风副教授。李老师精于钻研、知识渊博,在学
业进步和论文写作上给予我很多指点和帮助,经过李老师的授课和点拨,我对证
券投资和金融业务领域有了更深入的了解,对我未来工作中的成长和进步大有裨
益。同时李老师和善可亲,不仅是一位优秀的师长,更是一位优秀的家长,让我
认识了很多师兄师姐,师门是个融洽的大家庭,我们经常聚在一起,探讨研究、
畅谈生活,真的能感受到家的温暖。真心感恩感谢遇见李老师!
其次,感谢研究生阶段授课的各位老师,他们严谨的治学风范,渊博的知识
积累,正直的工作作风都不断熏陶着我,指引着我。他们无微不至的关怀是我三
年来进步的动力源泉,是他们教会我专业知识,教会我如何学习,我才能在个方

摘要
票据业务的创新,得益于近年来我国票据市场的迅速发展。票据池这一金融
创新产品服务于企业票据管理,对企业盘活票据资产、提升财务管理效率具有积
极的影响,备受企业集团和中小企业青睐,逐渐成为商业银行票据业务主流产品。
C银行票据池作为目前市场上的标杆产品,在产品设计、操作流程和客户体验等
方面一直走在同业前列,票据池业务规模持续增长。然而,C银行票据池业务快
速发展的背后,也不断暴露出票据池作为新型创新产品在风险管理方面不完善、
不健全的突出问题。因此,如何有效提升风险管理水平,直接关系到 C银行票据
池业务的可持续健康发展,成为其需要研究和探讨的课题。
因此,本文以 C银行票据池业务的风险管理为研究对象,通过理论分析法和
案例分析法相结合的方式展开研究。首先,对票据业务和风险管理等领域国内外
理论成果进行研究总结。其次,从产生原因、发展概况、功能特点、主要流程、
同业对比、风险确认与计量等方面对 C银行票据池业务发展现状进行分析。同
时,结合 X集团票据池业务案例,指出当前 C银行票据池业务在风险管理方面
存在员工合规意识薄弱、内控机制有待完善、票据信用评估弱化、风险管控手段
落后等突出问题,并从内、外部因素分析出票据市场迅速扩张、同业竞争日益加
剧、信用体系尚不健全、风险合规意识不强、绩效考核过于激进、内控管理有待
提高、应对监管心存侥幸等风险成因。最后,对进一步提升 C银行票据池业务风
险管理水平提出了深化合规文化建设、加强内控机制建设、推进票据信用评级体
系建设以及推动风险管控手段数字化转型等有针对性的对策与建议,以期对商业
银行开展票据池业务具有一定的借鉴意义。

Abstract
The innovation of bill business benefits from the rapid development of China's bill
market in recent years. As an innovative financial product, bill pool serves for the
management of enterprise bills and has a positive impact on the revitalization of
enterprise bill assets and the improvement of financial management efficiency. It is
favored by enterprise groups and small and medium-sized enterprises and gradually
becomes the mainstream product of commercial bank bills business. As a benchmark
product in the current market, Bank C's bill pool has always been at the forefront of the
industry in terms of product design, operating process and customer experience, and
the business scale of the bill pool has continued to grow. However, behind the rapid
development of Bank C's bill pool business, the outstanding problems of incomplete
and imperfect risk management of the bill pool as a new innovative product have been
constantly exposed. Therefore, how to effectively improve the level of risk management
is directly related to the sustainable and healthy development of the bill pool business
of C Bank, and has become a subject that it needs to study and discuss.
Therefore, this paper takes the risk management of the bill pool business of C
Bank as the research object, and carries out research through the combination of
theoretical analysis method and case analysis method. First of all, the paper summarizes
the domestic and foreign theoretical achievements in the fields of bill business and risk
management. Secondly, the paper analyzes the development status of THE bill pool
business of C Bank from the aspects of causes, development overview, functional
characteristics, main processes, inter-bank comparison, risk confirmation and
measurement.At the same time, combined with the case of X Group's bill pool business,
it is pointed out that C Bank's bill pool business has outstanding problems in risk
management, such as weak compliance awareness of employees, incomplete internal
control mechanism, weakened bill credit evaluation and backward risk control means.
From the internal and external factors, the paper analyzes the causes of the risks, such
as the rapid expansion of the bill market, the increasing competition in the same industry,
the imperfect credit system, the weak awareness of risk compliance, the excessively
radical performance assessment, the internal control management to be improved, and
the regulation to take chances. Finally, to further enhance the C bank paper pool
business risk management level is put forward to deepen the compliance culture
construction, strengthen the construction of internal control mechanism, advance
