摘要
在经济发展全球化的影响之下,我国商业银行在近年来取得快速发展,业务种类不
断增多,服务范围不断扩大,金融市场在创新发展中面临巨大的竞争压力。商业银行发
展所处的市场环境更加复杂,操作风险也更加隐蔽。全国各家商业银行依靠风险控制体
系来抵御操作风险对其本身的冲击,工商银行也不例外,各级部门非常重视防控风险的
工作。网点作为工商银行在基层设立的最小服务单位,最重要的就是要采取有效举措防
控操作风险。
本文以基层网点转型为宏观背景,首先介绍商业银行操作风险的基本概念,总结其
主要特征,梳理商业银行防控风险的理论以及研究银行网点管控操作风险所取得的成
果;其次,从网点岗位出发,着眼于网点负责人、运营主管、客户经理、客服经理四类
人员的操作风险,分析风险成因,在此基础上进行风险识别;再次,采用层次分析法,
设立包括人员素质、流程设置、系统技术、外部风险这四项操作风险评价指标,构建更
加符合新发展阶段工商银行 HS支行网点业务操作风险的度量模型,并对其操作风险管
理中的薄弱环节进行定量评价;最后,提出有益于基层网点风险管理的防控措施。
本文得出以下结论:第一,通过梳理文献并结合网点工作,本文认为网点操作风险
是由于人员素质不高、业务能力不足、流程设置不全面、系统技术有漏洞而导致网点无
法正常运营或产生网点损失的风险;第二,本文使用词频统计软件分析近年的风险报告
找出操作风险的影响因素,通过使用层次分析法和模糊综合评判法得出:对于 HS支行
操作风险影响最大的因素是流程设置,其次是人员素质,模糊综合评判的评分为 81.37
分;第三,结合 HS支行的风险事件,防范操作风险的具体措施有转变网点负责人的管
理理念、强化运营主管的技能培训、落实客户经理岗位轮换制度、执行客户经理岗位分
离制度,通过以上措施可以做到操作风险的事前防范;第四,在网点操作风险发生时,
控制风险的具体措施有执行岗位动态管理、完善约束员工行为制度体系、设置实时预警
系统、建立风险账户黑名单制度等,执行以上措施进行事中控制及事后监督可以做到有
效控制网点的操作风险。

ABSTRACT
Under the influence of economic globalization, China's commercial banks have achieved
rapid development in recent years, with increasing business types and expanding service
scope, and the financial market is facing huge competitive pressure in the process of
innovation and development. The market environment in which commercial banks develop is
more complex and the operational risks are more hidden. All commercial banks in China rely
on the risk control system to resist the impact of operational risks, and ICBC is no exception.
Departments at all levels attach great importance to risk prevention and control. Branches are
the minimum service units set up by ICBC. It is important to take effective measures to
prevent and control operational risks.
Based on the macro background of transformation in bank branch, this paper firstly introduces
the basic concept of operational risk of commercial banks, summarizes its main characteristics,
combs the theory of risk prevention and control of commercial banks and studies the
achievements of operational risk control of bank branch. From the outlets’ position it focuses
on the operational risk about the four categories of personnel, such as the head of the business
outlets, the operations manager, the customer manager and the service manager. It analyzes
the causes of the risk, and then takes the risk identification on this basis; Thirdly, it adopts the
Analytic Hierarchy Process and sets up four evaluation indexes about the business operation
risk including personnel quality, process setting, system technology and external risk. It
constructs a more suitable measurement model for the new stage of development of ICBC HS
branch, and evaluates the weak links in its operation risk management. Finally, this paper puts
forward the prevention and control measures which are beneficial to the risk management of
business outlets.
This paper draws the following conclusions: Firstly, by combing the literature and combining
the work of the business outlets, this paper believes that the operation risk of the branch is the
risk of the unnormal operation of the branch or the loss of the branch due to the low quality of
personnel, insufficient business ability, incomplete process setting and loopholes in system
technology; Secondly, this paper uses word frequency statistics software to analyze the risk
reports in recent years and find out the influencing factors of operation risk. Through the use
of analytic hierarchy Process and fuzzy comprehensive evaluation method, it is concluded that
