摘要
近年来,随着国家矿产勘查投入持续下降,以及受新冠肺炎疫情影响、中美贸易
摩擦日益加剧的错综复杂的外部环境,国际大宗矿产品价格先下降后急速上升。这些
变化,给地质勘查行业迎来了挑战和机遇,各企业纷纷通过技术创新来适应行业结构
调整与产业升级。完善的技术创新流程是企业提高创新能力、选择创新模式和制定创
新战略的具体落实,是一个企业能否创新成功的关键因素之一。因此,如何通过科学
的方法和步骤,优化技术创新流程、提高企业技术能力,是本文研究的主要内容。
本文以A公司现行的技术创新流程为研究对象,在整理、总结国内外技术创新流程
优化理论研究现状和总结现有技术创新流程模式基础上,通过问卷调查,总结得出公
司在创新战略与组织、制度与保障、沟通这三个方面存在问题,表现为流程不规范、
环节多、管控不力、效率低和受职能部门不合理制约等。分析认为,公司发展观念落
后、采用传统“科层式”的组织结构、缺乏技术创新制度保障、研发人员能力不足等
是引起上述问题的根本原因。
本着以客户为中心、以团队为本的理念,利用创新管理理论、项目管理理论和
ESIA工具,通过简化和细化,重新梳理了技术创新流程的阶段和活动,将技术创新阶
段划分为:创意阶段、研究开发阶段、验证阶段和应用阶段。在此基础上,对现有技
术创新流程进行了优化。优化后的流程活动从原流程的 29项增加至95项,增值活动的
比例从原流程的27.59%增加至45.26%。在创意阶段,根据不同的客户,分类制定了需
求识别策略,改进了以往创意阶段活动过于简单、机械的问题。在研究开发阶段,引
入敏捷开发方式,利用集体智慧开展技术创新,缓解了研发人员数量和能力不足的问
题;在验证阶段,重点增加了总结前人经验教训这项活动,促使公司加强对组织过程
资产管理和知识管理,为后续新开项目提供支持。同时,建议公司采取矩阵式扁平化
或分权式组织机构、将技术创新流程嵌入到现有的 OA办公系统、完善绩效考核机制等
措施,构建适合该公司的技术创新流程和相关保障措施,来确保优化后流程的实施。
初步应用结果表明,执行优化后的流程,创新的进度将加快、创新质量将提高、创新
效率将提升。最后,指出了本文的研究不足和研究展望。

Abstract
In recent years, with the continuous decline of national investment in mineral exploration,
and the complicated external environment affected by the COVID-19 epidemic and the
increasing trade friction between China and the United States, the prices of international bulk
mineral products first declined and then rose rapidly. These changes have brought challenges
and opportunities to the geological exploration industry, and various enterprises have adapted
to the industrial structure adjustment and industrial upgrading through technological
innovation. Perfect technological innovation process is the concrete implementation of
improving innovation ability, choosing innovation mode and formulating innovation strategy,
and it is one of the key factors for an enterprise to succeed in innovation. Therefore, how to
optimize the technological innovation process and improve the technological capability of
enterprises through scientific methods and steps is the main content of this paper.
Taking the current technological innovation process of Company A as the research object,
this paper sorted out and summarized the theoretical research status and existing technological
innovation process models at home and abroad. Through the questionnaire survey, this paper
concluded that the company had problems in innovation strategy and organization, system and
guarantee, and communication. The main manifestations of this problem were irregular
process, many links, ineffective management and control, low efficiency and unreasonable
restriction by functional departments. This paper holded that the company's backward concept
of development, the adoption of traditional "bureaucratic" organizational structure, the lack of
technical innovation system guarantee and the lack of R&D personnel's ability were the root
causes of the above problems.
Based on the concept of customer-centered and team-oriented, this paper optimizes the
process through simplification and refinement by using innovative management theory,
project management theory and ESIA tools. Firstly, the stages and activities of technological
innovation process are re-divided, which are divided into four stages: creative stage, research
and development stage, verification stage and application stage. The optimized process
activities increased from 29 to 95, and the proportion of value-added activities increased from
27.59% to 45.26%. In the creative stage, according to different customers, the demand
identification strategy was formulated. This practice solves the problem that previous
activities were too simple and mechanical. In the stage of research and development, we
should introduce agile development methods and make use of collective wisdom to carry out
