摘要
小微企业在全国经济体系中占据重要地位,在就业、科技创新、税收等方面做出突出
贡献。但由于其自身发展的基础薄弱,存在资金少、规模小、制度不健全等多项问题,使
其面临的融资门槛较高,一旦资金链断裂,极易诱发风险,进而影响社会和谐稳定,压制
市场活力。故而如何解决小微企业融资难、融资贵的问题成为社会关注的重点课题。据此,
国家相继出台了一系列纾困惠企政策指明该项难题的解决方向,明确指出农村中小银行要
坚持支农支小的市场定位,增强县域服务功能,同时,地方性法人银行要回归服务地方、
社区和实体经济,有效利用“地缘、亲缘、人缘”三大优势,优化网点布局,改善信贷产
品,提升技术与服务水平,促进小微企业金融服务高质量发展。面对国家政策大力支撑的
重要机遇,同时基于农村商业银行长期积累的地域优势,如何抓住该项机遇,提升小微企
业金融服务水平,突出业务发展重点,实现地方性商业银行弯道超车具有紧迫性。
因此,本文以H农商行为研究对象,运用文献研究法和案例分析法对其如何优化小微
企业信贷业务展开分析。首先,详述了H县经济发展情况与小微企业信贷规模以及H农商
行小微企业信贷业务发展概况,并总结了H农商行开展小微企业信贷业务优化的原则与目
标。其次,从业务运营、风险防控、营销方式、部门机构设置等方面对H农商行小微企业
信贷业务的优化实践进行分析,总结成功的实践举措,并提出实施差异化的信贷产品策略
和以客户体验为中心的服务策略、提升金融科技水平、建立线上与线下相结合的多重营销
渠道等启示。同时,针对目前信贷工作人员专业度不足的问题,提出了加强外部招聘与内
部培训、将培训内容与绩效考核挂钩以提升员工整体专业素质的建议;关于线上产品便捷
度有待提高的情况,建议农商行加强与省联社的沟通与合作,有效利用省联社的手机银行
软件,提高线上产品的便利性。期望能够在帮助H农商行进一步完善小微企业信贷业务的
同时,为其他商业银行改进小微企业信贷业务提供借鉴。

Abstract
Small and micro enterprises occupy an important position in the national economic system
and make outstanding contributions to employment, scientific and technological innovation and
taxation. However, due to the weak foundation of its own development, there are many problems
such as less funds, small scale and imperfect system, which makes it face a high financing
threshold. Once the capital chain breaks, it is easy to induce risks, which will affect social harmony
and stability and suppress market vitality. Therefore, how to solve the problem of difficult and
expensive financing for small and micro enterprises has become a key issue of social concern.
Accordingly, the state has successively issued a series of policies to bail out and benefit enterprises,
pointed out the direction to solve this problem, and clearly pointed out that small and medium-
sized rural banks should adhere to the market positioning of supporting agriculture and small and
micro enterprises and enhance the county service function. At the same time, local corporate banks
should return to serving the local, community and real economy, make effective use of the three
advantages of “geography, kinship and popularity”, optimize the network layout, improve credit
products and improve the level of technology and service, promote the high-quality development
of financial services for small and micro enterprises. In the face of the important opportunity
strongly supported by national policies and based on the long-term accumulated regional
advantages of rural commercial banks, it is urgent to seize this opportunity, improve the financial
service level of small and micro enterprises, highlight the focus of business development and
realize the corner overtaking of local commercial banks.
Therefore, this paper takes H rural commercial bank as the research object, and uses the
methods of literature research and case analysis to analyze how to optimize the credit business of
small and micro enterprises. Firstly, it details the economic development of H county and the scale
of small and micro credit, as well as the development of small-micro enterprises credit business
of H rural commercial bank, and summarizes the principles and objectives of optimizing small-
micro enterprises credit business of H rural commercial bank. Secondly, it analyzes the
optimization practice of H rural commercial bank's credit business of small and micro enterprises
from the aspects of business operation, risk prevention and control, marketing methods and
department organization settings, summarizes the successful practical measures, and puts forward
