EB银行南宁分行柜面操作风险管理研究
摘要
根据中国银监会发布的相关资料可知,在商业银行操作风险损失案件
中,因“有章不循,违规操作”所造成的案件占百分之八十以上。近些年由商
业银行操作风险所引发的案件也呈上升趋势,给银行业带来严重负面影响,
极大威胁银行业长期的稳定发展。关于柜面操作风险管理的研究和实践在
我国起步较晚,管理也存在较多问题,因此研究柜面操作风险的防范对于
提高商业银行的风险防控能力和经济效益、稳定国民经济增长具有重要的
理论和实际意义。
本文以EB银行南宁分行为例,在国内外研究成果的基础上,运用风险
管理相关理论结合相关文献的研究成果,系统分析了EB银行南宁分行柜面
操作风险类型、成因以及在操作风险管理上存在的问题,这些问题包括制
度流程设计不合理、风险责任人风险意识匮乏、风险管控执行不到位、业
务系统无法提供信息化保障等,在此基础上,从健全风险管理组织架构、
梳理柜面操作风险管理流程和完善柜面风险管理制度三方面提出了切实可
行的柜面业务操作风险控制措施,这些措施具体为:
(1)组织架构方面:构建柜面操作风险管理框架并明确风险管理职责;
(2)管理流程方面:强化风险识别机制、优化风险评估程序、完善风险监
测功能、细化风险缓释措施;
(3)管理制度方面:完善柜面业务流程、强化信息系统建设以及加强员工
管理等。
希望本文的研究结论能为EB银行南宁分行柜面操作风险管理的进一步
完善提供可行性参考,同时也为其他同类银行柜面操作风险管理提供可用
借鉴。

A Study on Counter Operation Risk Management of
EB Bank Nanning Branch
ABSTRACT
According to the relevant data released by the China Banking Regulatory
Commission, in the cases of operational risk loss of commercial banks, the cases
caused by "non-compliance with rules and regulations" account for more than 80
percent. In recent years, the cases caused by the operational risks of commercial
banks are also on the rise. Some commercial banks have seen a number of major
fraud and embezzlement cases caused by internal and external collusion, which
have brought serious losses to banks, customers and national property.
Operational risks pose a huge threat to the long-term stable development of the
current banking industry. Compared with foreign countries, the research on
operational risk management in China started later, and the research on counter
operational risk is relatively few. Therefore, the study of counter operation risk
prevention is of great theoretical and practical significance for for improving the
risk prevention and control ability and economic benefits of commercial banks
and stabilizing the growth of national economy.
Based on the bank of EB, Nanning branch, according to research results at
home and abroad, using the theory of risk management, combined with the
author's own experience in counter business operation management and counter
business operation, this paper systematically analyzes the types and causes of
counter operating risks of EB Bank Nanning Branch, and comprehensively
analyzes the problems existing in operational risk management of EB Bank
Nanning Branch. These problems include unreasonable design of system and
process, insufficient ability of risk responsible person, lack of risk awareness
and inadequate implementation of risk control, and inability of business system
to provide information protection, etc. On this basis, practical and feasible
counter business risk control measures are proposed for EB Bank Nanning
Branch from three aspects of improving the organizational structure of risk
management, reconstructing the counter risk management process and
improving the counter risk management methods. These measures include:
