摘要
在信息产业迅速发展、激烈竞争的时代，政府稳定的订单对企业的发展非常重要。当前，
政府对信息化建设十分重视，政府采购对信息化建设部分的投入正在逐步加大。采用政务外
包模式，不仅有利于企业自主创新，还将带动外包企业的发展壮大。浪潮公司是我国领先的
政务外包服务的供应商，深耕政务外包服务已经有比较长的时间，因此对浪潮公司承接政务
外包服务的商业模式创新进行研究，一方面可以促进其商业模式的持续创新，以便更好的承
接政务外包服务，另一方面也可以为其他承接政务外包服务的公司提供现实的借鉴。
本文从浪潮公司承接政务外包的市场环境入手，对浪潮公司承接政务外包的基本运营情
况进行了分析，进而指出了浪潮公司承接政务外包业务市场开拓、人力资源建设、财务成本
控制、政务服务创新、技术服务管理水平存在的问题。结合浪潮公司诸多方面的创新，以及
浪潮公司承接政务外包服务的绩效评价结果，本文最终提出了浪潮公司承接政务外包的商业
模式的优化建议，即健全政务外包服务覆盖范围、强化服务外包的人力资源建设、建立财务
保障体系、强化政务服务创新、提升技术服务管理水平。本文的研究成果既可以为浪潮公司
承接政务外包商业模式的优化提供一定的借鉴，也可以为其他承接政务外包的企业发展自己
的商业模式提供一定的参考，有较强的理论意义和现实价值。

Abstract
In the era of rapid development and fierce competition in the information industry, stable
orders from the government are very important for the development of enterprises. At present, the
government attaches great importance to the information construction, and the government
procurement is gradually increasing the input to the information construction. Adopting the mode of
government outsourcing is not only conducive to independent innovation of enterprises, but also
will promote the development and growth of outsourcing enterprises. Inspur is a leading provider of
government outsourcing services in China, and has been deeply engaged in government outsourcing
services for a long time. Therefore, the research on the innovation of business model of Inspur's
undertaking government outsourcing services can, on the one hand, promote the continuous
innovation of its business model, so as to better undertake government outsourcing services. On the
other hand, it can also provide practical reference for other companies that undertake government
outsourcing services.
Based on Inspur Corporation to undertake the market environment of e-government
outsourcing, outsourcing to Inspur Corporation accepts government affairs of the basic operation
are analyzed, and then points out that Inspur Corporation to undertake administrative outsourcing
market development, the construction of human resources, financial cost control, government
affairs service innovation, technical service problems existing in the management level. Combined
with the innovation of Inspur in many aspects and the performance evaluation results of Inspur's
undertaking government outsourcing services, this paper finally puts forward suggestions on
optimizing the business model of Inspur's undertaking government outsourcing services. That is to
improve the coverage of government outsourcing services, strengthen the construction of human
resources of service outsourcing, establish a financial security system, strengthen the innovation of
government services, and improve the level of technical service management. The research results
of this paper can not only provide a certain reference for the optimization of Inspur's business
