摘要
截止到 2019年,中国律师经历了 40年的发展历程,这一历程在中国律师制
度的发展中具有独特的存在意义。我国的第一家律师事务所正式挂牌的成立,完
成了新中国从“法律顾问处”到“律师事务所”的转型过渡。当前,国内存在三
种形式的律师事务所:公司制律所、合伙制律所和个人制律所。随着中国加入世
界贸易组织,境外资本进驻,国内经济加速转型,以及我国“一带一路”倡议的
提出,中国的律师事务所在完成了由合伙制向公司制的演变发展后开始迈入了国
际化的加速进程之中。律师事务所面临新的形势,迎来了新的机遇和挑战,同时,
也面临着如何选择发展战略的新课题。
本文以 ZW律师所事务所为研究对象,对我国律师事务所的发展历程和环境
进行分析,运用战略发展理论对 ZW律师所事务所所处的外部环境、行业竞争态
势进行全面分析,同时对事务所内部资源状况进行评价,并应用波特五力分析法、
PEST分析法、SWOT分析法对研究对象的外部环境进行综合分析,找出 ZW律
师所事务所外部机会和威胁,内部优势和劣势,对律所面临的机会和威胁、优势
和劣势进行匹配,制定出适合 ZW律师所事务所的一体化战略,分别从横向一体
化和纵向一体化两方面来进行阐述,并分别就如何实现横向一体化和纵向一体化
提出了具体的措施。最后,阐述人才、资源、技术等方面相应的保障。
通过研究,本文提出三个观点;一、北京市 ZW律师事务所的发展战略制定
必须要与目前的国内外趋势相结合,在我国提出“一带一路”政策、疫情肆虐的
大环境背景下,中大型律师事务所的整体发展战略制定必须融入到整个社会环境
大局中,再结合律所的地位及发展优势来制定;二、北京市 ZW律师事务所具备
一体化发展的条件,经过多年的发展,ZW律师事务所在扩张和全球化的过程中
建立了一套发展与扩大体系,从技术进步到人才留存也在不断的摸索中,在全球
范围内拥有 1000多名律师、16家国内外分所、内部管理系统同时具备流程标准
和规范,具备推行一体化战略所需的人、财、物等配套资源;三、ZW律师事务
所的扩张战略可以通过一体化战略来实现,希望通过本文的研究,能为我国同类
型律师事务的发展战略制定起到借鉴和指导作用。

Abstract
As of 2019, Chinese lawyers have experienced 40 years of de-velopment, which
has unique significance in the development of Chinese enterprises. my country's first
law firm was officially established, com-pleting the transition from a "legal counsel's
office" to a "law firm" in New China. At present, there are three types of law firms in
China: corporate law firms, partnership law firms and individual law firms. With
China's accession to the World Trade Organization, the entry of foreign capital, the
accelerated transformation of the domestic economy, and the pro-posal of my
country's "One Belt, One Road" initiative, Chinese law firms have entered the
international arena after completing the evolution from partnership to corporate. in the
process of accelerating. Law firms are facing a new situation, ushering in new
opportunities and challenges, and at the same time, they are also faced with a new
topic of how to choose a development strategy.
This paper takes ZW Law Firm as the research object, analyzes the development
history and environment of my country's law firms, and makes a comprehensive
analysis of the external environment and industry competition situation of ZW Law
Firm using the theory of strategic development. Evaluate the internal resource status,
and use Porter's five forces analysis, PEST analysis, and SWOT analysis to
comprehensively analyze the external environment of the research object, find out the
external opportunities and threats, internal advantages and disadvantages of ZW Law
Firm, Match the opportunities and threats, advantages and disadvantages faced by the
law firm, and formulate an integration strategy suitable for ZW law firm, from the
horizontal integration and vertical integration. Vertical integration proposes specific
measures. Finally, the corresponding guarantees in terms of talents, resources and
technology are expounded.
Through the research, this paper puts forward three points of view. First, the
development strategy of Beijing ZW Law Firm must be combined with the current
domestic and foreign trends. The overall development strategy of a large law firm
must be integrated into the overall social environment, and then formulated in
combination with the law firm's status and development advantages; 2. Beijing ZW
Law Firm has the conditions for integrated development. After years of development,
ZW Law Firm has established a system of development and expansion in the process

of expansion and globalization. It is also constantly exploring from technological
progress to talent retention. It has more than 1,000 lawyers and 16 domestic and
foreign branches around the world. The internal management system also has process
standards and specifications, and has the human, financial, material and other
supporting resources required to implement the integrated strategy; 3. The expansion
strategy of ZW Law Firm can be realized through the integrated strategy. The
formulation of the development strategy of the same type of law firms in my country
brings guidance and reference.
