摘要
人力资源是现代化企业中最重要的基础,而激励是保持和提升企业人力资本
的关键。企业可以通过物质激励和精神激励保持员工的积极性,发挥其创新能力
和创造力,能够有效提升其工作效率,进而促进整个企业战略的实现。长期以来
国有企业作为我国经济体制下一种较为特殊的企业,其员工激励存在更为严重的
问题,缺乏活力和动力。尤其我国大多数电力企业在发展与改革过程中,重点关
注技术及自身业务结构的改革。但是供电公司属于典型的技术密集型企业,其知
识型员工占比较大。虽然目前,我国大部分供电公司已推行激励机制改革。但
是,在改革过程中仍然存在改革不彻底、不系统等诸多问题。因此对供电公司员
工激励机进行制改进研究,不仅有利于公司员工激励政策的实施推进,提高员工
工作积极性,有利于解决企业在激励机制改革过程中存在的问题,而且对于同类
型供电企业乃至电力行业来说亦具有借鉴意义。
本文以国网 A市供电公司为研究对象,研究该公司激励机制改进方案。首
先,在对国内外员工激励相关文献和理论研究并总结的基础上,对国网 A市供
电公司的发展和现状进行了梳理,并根据对国网 A市供电公司基层员工的调研
数据进行分析,得出了该公司在员工激励机制方面主要存在的问题,包括薪酬福
利机制不合理、绩效考核机制不健全、员工职业发展路径受局限和企业文化宣贯
不完善四个方面;其次,结合马斯洛需求理论、双因素理论、公平理论等,提出
了薪酬福利机制改进方案、绩效改进方案等激励机制改进方案;再次,对激励机
制改进方案在 A市供电公司某部门的实施效果进行评价;最后,为了确保基层
员工激励新机制的有效实施,笔者从坚持绩效考核公平公开、注重员工的沟通、
强化各层级之间沟通交流和塑造优秀企业文化四个方面提出了相应的保障措施。
通过建立健全员工参与管理、完善企业奖惩制度,充分发挥企业文化的引
领、激励与约束的作用,灵活采用多元化的激励形式,将物质激励与精神激励相
结合,并且注重激励效果的评价与反馈,确保新机制的有效实施,以期取得较好
的效果。本研究将有助于提升国网 A供电公司基层员工工作积极性和胜任力,
为企业发展提供人才支撑,且对其他相关企业有一定的借鉴作用。

Human resources are the most important foundation modern enterprise, and
motivation is the key to maintain and improve the human resources of enterprises.
Enterprises can improve the motivation, efficiency and creativity of their employees
through material and spiritual incentives. Thus, it can promote the realization of
enterprise strategy. For a long time as a kind of special enterprise under China's
economic system State Grid have a serious problem in employee motivation:
employees lack vitality and motivation. This situation is more prominent in the
development and reform of most electric power enterprises in State Grid that focus on
technology enhancement and business reform rather than employee motivation.
However, electric power enterprises are typical technology-intensive enterprises, and
the proportion of knowledge-based employees is relatively large. Although most of
China's electric power enterprises have implemented incentive mechanism reform at
present. However, there are still many problems such as incomplete and unsystematic
reform in the process of reform. Therefore, the research on the improvement of the
incentive mechanism of electric power enterprises’ employees is not only beneficial to
the implementation of the enterprises’ employee incentive policy, improve the
enthusiasm of employees and solve the problems existing in the process of incentive
mechanism reform, but also has important reference significance for the same type of
power supply enterprises and even the electric power industry. This paper studied the
incentive improvement scheme of the power supply company in City A under the State
Grid.
This paper studied the incentive improvement scheme of the power supply
company in City A under the State Grid. First of all, based on the theoretical research
and summary of domestic and foreign literature related to employee motivation and
the analysis of the research data of the junior employees of State Grid City A Power
Supply Company, it concluded that there were problems in the following four aspects:
1. unreasonable salary and welfare mechanism; 2. unsound performance assessment
mechanism; 3. limited career development path of employees; 4. imperfect corporate
culture propagation. Secondly, according to Maslow's needs theory, two-factor theory
and fairness theory, this paper proposed a variety of incentive mechanism
improvement schemes such as compensation and benefit mechanism improvement

scheme and performance improvement scheme. Thirdly, this paper evaluated the
effectiveness of an incentive improvement program implemented in a department of
City A power supply company. Finally, in order to ensure the effective implementation
of the new mechanism of junior staff motivation, this paper put forward the
corresponding guarantee measures from the following four aspects: 1. insist on fair
and open performance appraisal; 2. focus on the communication of employees; 3.
strengthen the communication between all levels; 4. shape the excellent corporate
culture.
This research will help improve the motivation and competence of the junior
employees of State Grid A Power Supply Company and provide talent support for the
development of the enterprise, as well as serve as a reference for other related
enterprises. The study will ensure the effective implementation of the new mechanism
by establishing and improving employee participation management, improving the
enterprise reward and punishment system, giving full play to the role of corporate
culture in leading, motivating and restraining, flexibly adopting diversified forms of
motivation, combining material and spiritual motivation, and focusing on the
evaluation and feedback of the motivation effect in order to achieve better results.
