-1- 摘要 当今社会,经济高速发展,企业管理也面临着各种各样的新形式、新问题。绩 效管理是有效解决企业管理中各种难题的重要手段,是企业经营管理的核心。在完 备的绩效管理体系下,通过对员工的绩效考评以及对员工考评期间工作的绩效进行 反馈,发挥员工的主观能动性,激发其工作热情和潜能,建立起和谐、高效的工作 体系,从而推动企业实现其战略目标。本文以国网冀北电力有限公司Q公司为研究 对象,结合公司生产经营特点、管理现状以及在今后一段时间内的战略目标,利用 绩效管理相关知识,运用各类数据,采取科学的方法对其绩效考核总体情况进行深 入研究,对其绩效考核体系进行优化和改进。 首先,本文认真研究了绩效管理相关基础理论,阐述了绩效管理和绩效考核的 关系。对绩效考核常用方法进行了简要介绍。提出本文使用平衡计分卡法的必要性。 其次,分析了国网冀北电力有限公司Q公司绩效考核系统的现状和问题。对企 业组织架构、人力资源、财务管理、生产经营等方面进行基本介绍,描述企业绩效 考核的现状,分析绩效考核体系中存在的问题。 再次,对企业绩效考核系统进行优化。提出优化的总体思路,阐明优化的方法、 步骤,使用平衡记分卡法实施系统优化。并运用新系统对上一年度进行考核。对考 核结果进行分析和应用。 最后,阐述绩效考核体系的保障措施。绩效考核体系优化后要落地实施,提供 有力的保障措施,发挥绩效考核的作用,提升企业员工整体素质,提高企业竞争力, 达成企业战略目标。 关键词:Q供电公司;绩效考核;平衡计分卡;战略目标 燕山大学工商管理硕士学位论文 -II- Abstract Intoday'ssociety,withtherapiddevelopmentofeconomy,enterprisemanagementisalsofaced withvariousnewformsandnewproblems.Performancemanagementisanimportantmeansto effectivelysolvevariousproblemsinenterprisemanagement,anditisthecoreofenterprise management.Underthecompleteperformancemanagementsystem,throughthestaffperformance evaluationandfeedbackontheperformanceofthestaffduringtheevaluation,thestaff'ssubjective initiativecanbebroughtintoplay,theirworkenthusiasmandpotentialcanbestimulated,anda harmoniousandefficientworksystemcanbeestablishedtopromotetherealizationofthestrategic objectivesoftheenterprise.Inthispaper,QPowersupplycompanyastheresearchobject,combined withthecharacteristicsofthecompany'sproductionandoperationmanagementstatusandstrategic objectivesinthefutureperiodoftime,usingrelevantknowledgeofperformancemanagement,using varioustypesofdatatoadoptscientificmethodstoconductin-depthstudyofitsoverallperformance appraisalsituation,tooptimizeandimproveitsperformanceappraisalsystem. Firstly,Thispaperstudiesthebasictheoryofperformancemanagementandexpoundsthe relationshipbetweenperformancemanagementandperformanceappraisal.Thecommonmethodsof performanceappraisalarebrieflyintroduced.Thenecessityofusingthebalancedscorecardmethodis proposed. Secondly,ThestatusandproblemsofQPowersupplycompanyperformanceappraisalsystemare analyzed.Thispaperintroducestheorganizationalstructure,humanresources,financialmanagement, productionandoperationofenterprises,describesthecurrentsituationofenterpriseperformance appraisal,andanalyzestheproblemsexistinginperformanceappraisalreminders. Thirdly,Optimizetheenterpriseperformanceappraisalsystem.Theoverallideaofperformance appraisalsystemoptimizationisputforward,theoptimizationmethodsandstepsareclarified,andthe systemoptimizationisimplementedbyusingtheBalancedScorecardmethod.Andthenewsystemwas usedtoassessthepreviousyear.Analysisandapplicationofexaminationandrecord. Finally,Thesafeguardmeasuresofperformanceappraisalsystemareexpounded.Afterthe optimizationoftheperformanceappraisalsystem,itshouldbeputintopractice,provideeffective safeguards,playtheroleofperformanceappraisal,enhancetheoverallqualityofemployees,improve thecompetitivenessofenterprises,andachievethestrategicobjectivesofenterprises.
