随着全球能源结构转型及深海勘探技术的日益成熟,海洋工程行业快速发展,从而衍 生出对深水平台配套设备的庞大需求,而在采购过程中将会出现出多样化的风险,因此, 采购管理成为海洋工程建设公司经营的重要内容,尤其是在高额的深水平台设备采购业务 当中,而出色的风险管理降低资金风险并提高设备采购的效率。鉴于此,本文对深水平台 设备采购的风险控制进行研究分析,探究风险控制的具体细节及对策。 在设备采购风险控制的实践中,做好预控风险工作有助于降低采购过程中隐患带来的 经济风险,对采购方而言具有重要意义。本文以HJJ海洋工程公司为研究对象,借助头脑 风暴法和调查分析法发现了采购风险控制中存在的主要问题,同时对问题的成因进行了分 析;针对以上问题,从市场风险、质量风险、合同风险、道德、决策风险以及违法投标风 险角度,进一步提出风险控制解决措施;并提出了应对不同风险控制对策的保障措施,最 后对采购风险控制效果进行预期分析。 研究结果表明:将风险管理理论应用于深水平台设备采购的流程当中,可以有效改进 以往风险控制及应对风险的被动状态,更科学、合理的开展深水平台设备采购工作,同时 从采购的各个流程、各利益相关方出发分析其中存在的风险隐患,从而对采购前中后期可 能出现的风险进行评估,构建更加科学的深水平台设备采购流程管理方案,降低设备采购 中大宗交易可能存在的损失风险。 关键词:深水平台设备采购风险控制 II Abstract Withthetransformationoftheglobalenergystructureandtheincreasingmaturityof deep-seaexplorationtechnology,therapiddevelopmentoftheoffshoreengineeringindustryhas resultedinahugedemandforsupportingequipmentfordeep-waterplatforms,anddiversified riskswillappearintheprocurementprocess.Therefore,procurementmanagementhasbecome animportantpartoftheoperationofoffshoreengineeringconstructioncompanies,especiallyin thehigh-valuedeep-waterplatformequipmentprocurementbusiness,andexcellentrisk managementreducescapitalrisksandimprovestheefficiencyofequipmentprocurement.In viewofthis,thisarticleconductsresearchandanalysisontheriskcontrolofdeepwaterplatform equipmentprocurement,andexploresthespecificdetailsandcountermeasuresofriskcontrol. Inthepracticeofequipmentprocurementriskcontrol,doingagoodjobofpre-controlling riskswillhelpreducetheeconomicriskscausedbyhiddendangersintheprocurementprocess, whichisofgreatsignificancetothepurchaser.ThisarticletakesHJJOffshorecompanyasthe researchobject,usesbrainstormingmethodandinvestigationanalysismethodtofindthemain problemsinprocurementriskcontrol,andatthesametimeanalyzesthecausesoftheproblems; inviewoftheaboveproblems,frommarketrisk,qualityrisk,fromtheperspectiveofcontract risk,ethics,decision-makingrisk,andillegalbiddingrisk,furtherriskcontrolsolutionsare proposed;andsafeguardmeasurestodealwithdifferentriskcontrolcountermeasuresare proposed,andfinally,theexpectedanalysisoftheprocurementriskcontroleffectiscarriedout. Theresearchresultsshowthattheapplicationofriskmanagementtheorytotheprocurement processofdeepwaterplatformequipmentcaneffectivelyimprovethepastriskcontrolandthe passivestateofrespondingtorisks,andcarryouttheprocurementofdeepwaterplatform equipmentmorescientificallyandreasonably.Atthesametime,fromthevariousprocurement processes,Stakeholderssetouttoanalyzethehiddenrisksinit,soastoevaluatetherisksthat mayoccurbefore,duringandaftertheprocurement,buildamorescientificdeepwaterplatform equipmentprocurementprocessmanagementplan,andreducethepossiblelossriskoflarge transactionsinequipmentprocurement.
