：“百年大计，质量第一”。质量一直是评判工程项目优劣的核心 因素。在铁路建设项目中，铁路弱电系统工程是其重要组成部分，不仅 对技术要求高，而且涉及环节众多且设计复杂，其项目质量直接影响整 个铁路工程项目的质量水平。目前我国铁路弱电系统工程与国民经济发 展水平以及国家质量强国战略标准要求相比，在质量方面仍有一定的提 升空间。黔张常铁路是我国“八纵八横”高速铁路主通道之一的重要组 成部分，是设计速度200千米/小时的快速铁路。黔张常铁路弱电系统 工程是该铁路系统控制工程部分，在目前的建设过程中，面临着一些质 量管理问题，加强质量管理，是保障整个铁路建设工程质量水平和提高 弱电系统工程项目施工方效益及竞争力的重要措施。 本文首先对研究的背景和意义、针对项目质量及铁路弱电系统工程 项目质量的相关文献进行了分析，并对项目质量管理理论，PDCA质量管 理理论、质量螺旋曲线理论等相关理论进行归纳和总结，以指导本文的 后续研究。其次，通过对黔张常铁路弱电系统工程项目进行现状描述， 阐述了该项目关于质量管理现有的组织、流程、质量控制措施，并指出 部门间质量冲突事件较多，质量管理问题发生频次较高，项目质量过度 依赖劳务队的问题，原因包括项目质量管理组织存在缺陷，质量过程控 制措施不完善，关键环节的质量控制措施指引和标准粗放，缺乏持续改 进的理念。再次，在以上基础上，本文提出了针对性的优化措施，包括 优化项目的质量管理组织，完善项目的全程质量控制体系，加强项目重 点环节的质量管理，基于PDCA的质量管理持续改进。最后，本文提出 了项目质量管理的保障措施，包括开展工程质量教育，提高全员质量意 识，建立质量管理考评制度和激励措施，严格安全管理，提升安全意识。 II 本文基于项目质量管理的理论指导，对黔张常铁路弱电系统工程项目的 质量管理有的放矢地提出了改进对策，也为类似项目的质量管理能力提 升提供了一定的参考与借鉴作用。 关键词：铁路弱电系统工程项目；质量管理；PDCA III STUDYONTHEQUALITYMANAGEMENTOFWEAK CURRENTSYSTEMCONSTRUCTIONPROJECT OFQIANJIANG-ZHANGJIAJIE-CHANGDERAILWAY LiuLihuai(MasterofBusinessAdministration) DirectedbyLiuWenjun Abstract:Long-termprogram,qualityfirst.Qualityisalwaysthecorefactor tojudgethequalityofengineeringprojects.Inrailwayconstructionprojects, theweakcurrentsystemengineeringisanimportantpartwhichnotonlyhas hightechnicalrequirements,butalsoinvolvesmanylinksandcomplicated design,anditsprojectqualitydirectlyaffectsthequalitylevelofthewhole railwayproject.Atpresent,comparedwiththedevelopmentlevelofnational economyandthestrategicstandardofnationalqualitypower,thereisstill someroomforimprovementinthequalityofChina'srailwayweakcurrent systemengineering.Qianjiang-Zhangjiajie-ChangdeRailwayisanimportant partoftheEightVerticalandEightHorizontalhigh-speedrailwayinChina. Itisahigh-speedrailwaywithadesignedspeedof200km/h.Theweak currentsystemengineeringofQianjiang-Zhangjiajie-ChangdeRailwayisa partofthecontrolengineeringoftherailwaysystem.Inthecurrent constructionprocess,wearefacedwithsomequalitymanagementproblems. Strengtheningqualitymanagementisanimportantmeasuretoguaranteethe qualitylevelofthewholerailwayconstructionprojectandtoimprovethe efficiencyandcompetitivenessoftheconstructionofweakcurrentsystem project. Firstly,thispaperanalyzesthebackground,thesignificanceandthe currentsituationoftheresearch.Andtheprojectqualitymanagementtheory, PDCAqualitymanagementtheory,qualityspiralcurvetheoryandother relevanttheoriesaresummarizedtoguidethefollow-upstudy.Secondly,by describingthestatusquooftheweakcurrentsystemengineeringprojectof IV Qianjiang-Zhangjiajie-ChangdeRailway,itdescribestheexisting organization,process,andqualitycontrolmeasuresoftheprojectregarding qualitymanagement.Italsopointsoutthattherearemanyqualityconflicts betweendepartments,highfrequencyofqualitymanagementproblems,and excessiverelianceonlaborteamsforprojectquality.Thereasonsincludethe defectsintheprojectqualitymanagementorganization,theimperfectquality processcontrolmeasures,thefailuretoreachthequalitycontrolmeasures guidelinesandstandardsinkeylinks,andthelackoftheconceptof continuousimprovement.Thirdly,onthebasisoftheabove,thispaper proposestargetedoptimizationmeasures,includingoptimizingthequality managementorganizationoftheproject,improvingthewhole-process qualitycontrolsystemoftheproject,strengtheningthequalitymanagement ofkeylinksoftheproject,andcontinuouslyimprovingthequality managementbasedonPDCA.Finally,thepaperputsforwardtheguarantee measuresofprojectqualitymanagement,includingcarryingoutengineering qualityeducation,improvingthequalityconsciousnessofallstaff, establishingqualitymanagementevaluationsystemandincentivemeasures, strictsafetymanagement,andimprovingthesafetyconsciousness.Basedon thetheoreticalguidanceofprojectqualitymanagement,thispaperputs forwardsomemeasurestoimprovethequalitymanagementoftheweak currentsystemengineeringprojectofQianjiang-Zhangjiajie-Changde Railway,andprovidessomereferencesfortheimprovementofthequality managementofsimilarprojects.
