随着改革开放的不断深化和发展,我国经济进入新常态,从快速增长阶段进入高质量 发展阶段。在建筑工程领域,我们已经清醒地认识到,工程质量不仅关系到人民生命财产 安全,而且直接影响到工程投资和建设成本。所以在对于建筑企业尤其是施工总承包企业 而言,必须贯彻落实“百年大计,质量第一”这一根本性方针。工程建设涉及到国家及社会的 各个方面,只有优良准备、精心设计、严谨施工,方能建设出品质优良的工程建筑,在激 烈的建筑市场上赢得胜利。研究在新常态下如何解决其存在的质量问题并提升建筑工程品 质有着深刻且广泛的现实意义。 本论文探究了新常态下建筑施工总承包单位品质提升这个热点问题,从新常态的经济 发展模式,建筑品质提升多个角度进行了深度挖掘。在探究方法上采用了查询文献结合访 问、问卷调查多种手段。讨论分析了在新常态下,建筑施工总承包企业中工程品质提升中 存在的重点和难点,在人员意识及技能不足,材料质量把控不严,分包单位选择不当,质 量管理存在漏洞,创新创造不足,监管不严、质量评价方法有漏洞七个方面进行了整体的 分析和讨论,为下一步提升工程品质的探讨找明了方向;在接下来的环节当中,重点对建 筑施工总承包企业工程品质的提升进行了重点的研究:一是加强人员管理,提高人员意识 和技能;二是严格把控材料质量;三是应用模糊线性规划方法来建立模型,优化分包单位 的选取;四是加强施工过程中的质量管理,包括完善质量风险预控机制、做好质量成本的 预测预控、建立健全质量管理保障体系、统一质量检查和验收标准、对频发问题进行专项 检查与治理等这一系列的方法;五是应用新型技术,鼓励创造创新;六是加强监督管理, 并提出了基于大数据的新型质量监管方法,七是建立 QC 质量小组,开展 QC 质量活动。 最后,还对本次的研究进行了相应的总结,更是深刻理解到了在新常态下,建筑施工 总承包企业做好工程品质的提升对我国各项事业的发展有着无比深刻的意义与支持,也希 望通过本次的研究,可以为建筑施工总承包企业工程品质的提升提供一定的借鉴之处,促 进施工总承包企业的工程品质的提升。 关键词:新常态,施工总承包,工程品质 、II Abstract With the continuous deepening and development of reform and opening up, my country's economy has entered a new normal, from a stage of rapid growth to a stage of high-quality development. In the field of construction engineering, we have clearly realized that the quality of the project not only affects the safety of people's lives and property, but also directly affects the investment of the project and the cost of the construction. Therefore, for construction companies, especially construction general contracting companies, it is necessary to implement the fundamental policy of "a century-old plan, quality first". Engineering construction involves all aspects of the country and society. Only with good preparation, meticulous design, and rigorous construction can we build high-quality engineering buildings and win victory in the fierce construction market. Research on how to solve the existing quality problems and improve the quality of construction projects under the new normal has profound and extensive practical significance. This paper explores the hot issue of improving the quality of general contractors of building construction under the new normal, and conducts in-depth exploration from multiple perspectives of the economic development model of the new normal and the improvement of building quality. In the inquiry method, a variety of methods are used to search literature, combine interviews, and questionnaires. Discussed and analyzed the key points and difficulties in the improvement of project quality in construction general contracting enterprises under the new normal. The lack of personnel awareness and skills, the lax control of material quality, improper selection of subcontractors, loopholes in quality management, and innovation Insufficient creation, lax supervision, and loopholes in quality evaluation methods were analyzed and discussed as a whole, which clarified the direction for the next step to improve the quality of the project; in the next link, focus on the construction of general contracting enterprise projects The improvement of quality has carried out key research: one is to strengthen personnel management and improve personnel awareness and skills; the second is to strictly control the quality of materials; the third is to use fuzzy linear programming to establish models to optimize the selection of subcontractors; fourth is to strengthen Quality management in the construction process includes improving the quality risk pre-control mechanism, doing a good job of predicting and pre-controlling qualityIII costs, establishing a sound quality management guarantee system, unifying quality inspection and acceptance standards, and conducting special inspections and governance of frequent problems, etc. A series of methods; the fifth is to apply new technologies to encourage creativity and innovation; the sixth is to strengthen supervision and management, and propose a new quality supervision method based on big data; the seventh is to establish a QC quality team to carry out QC quality activities. Finally, I also made a corresponding summary of this research, and I deeply understand that under the new normal, the improvement of the construction quality of construction general contracting enterprises has extremely profound significance and support for the development of various undertakings in our country. It is also hoped that through this research, it can provide a certain reference for the improvement of the project quality of general construction contracting enterprises, and promote the improvement of the project quality of general construction contracting enterprises.
