长期以来，铁路作为国民经济发展大动脉，在运输货物、输送旅客、存进产 销、拉动内需等方面发挥着重要作用；近年来，国家不断加大基础设施建设投资， 其中加快铁路路网建设就是重要内容之一。当前铁路项目建设大多延续“粗放 式”、“经验式”管理模式，在建设的成本、进度、安全和质量等方面都存在不 足和风险。在新的市场环境下，借鉴其他领域管理研究成果，改革创新传统铁路 项目建设管理模式，探索铁路项目精细化管理，从而实现高质量建设发展已经成 为铁路建设领域的重要课题。 本文以东北铁路 A 工程项目为例，从精细化管理的相关理论和主要发展历程 入手，结合本项目的实际情况，综合运用文献研究法、调查研究法、定量分析法、 案例分析法等，对项目的特点以及管理现状进行系统分析，提出了项目精细化管 理方案和实施保障措施。本文首先介绍了东北铁路 A 工程项目精细化管理的研究 背景和意义、主要研究内容、研究方法和路线以及研究的创新点；其次，对项目 精细化管理的基本概念、基础理论、国内外研究现状进行述评；第三，对中铁 H 公司 A 工程项目管理现状进行了分析，发现了人力资源、物设、合同、成本、进 度和安全质量管理等方面存在的问题，并对上述问题产生的原因，分别从发现问 题能力不足、解决问题不及时、标准意识欠缺、施工组织不力、工作考核不及时、 成本管理粗放等方面进行了分析；然后在此基础上，根据铁路项目施工的状况及 特点，明确了精细化管理的指导思想和基本原则，构建了 A 工程项目精细化管理 的模式，包括管理组织结构的搭建、管理职责的划分、管理流程的设置、管理阶 段的划分等，同时针对存在的问题并围绕改进管理目标进行了精细化管理方案设 计；最后，对 A 工程项目实施精细化管理方案提出了保障措施建议。通过本文的 研究，为中铁 H 公司 A 工程项目的精细化管理提供了参照和依据，也对其他铁路 项目建设实施精细化管理具有一定的启示和指导意义。 关键词：铁路工程，精细化，管理，项目部，方案设计河北地质大学硕士学位论文 III Abstract For a long time, as a major artery of national economic development, railway plays an important role in transporting goods, transporting passengers, storing, producing and marketing, and stimulating domestic demand.
