近年来,随着互联网技术的不断进步,我国电子商务得到迅猛发展。与此同时, 中国经济发展进入“新常态”,国内商业银行利润下降、增速放缓,加强对成本开 支端的管控日益迫切。在采购环节,商业银行急需融合互联网技术,改革传统采购 模式,以达到节约采购成本、提高工作效率、提升整体竞争力的目标。中国农业银 行在同业中率先启动电商化采购模式,有效解决银行传统采购中的痛点,但在推广 电商采购模式过程中也遇到诸多问题。研究国内商业银行电商化采购模式优化策 略,有助于提高采购工作效率,更好地服务于商业银行经营发展战略。 本研究以中国农业银行Q分行为例,旨在分析电商化采购模式面临的问题,提 出优化的对策建议。首先,总结研究的目的和意义,归纳国内外研究动态,明确研 究的内容和解决的主要问题;其次,梳理分析供应链与采购管理相关理论,对供应 链、供应链管理、采购管理及农业银行采购管理模式等进行诠释。再次,以农业银 行Q分行为例,分析该行电商化采购管理现状,发现管理中存在的问题并探究其原 因。最后,提出农业银行电商化采购模式优化的应对策略。 通过对农业银行已经上线运营的“集采通用商城”研究发现,农业银行Q分行 电商化采购管理中存在商品配送与服务分离、服务内容单一、商品管理不到位、应 急准备不足、线下服务体验不足等问题,其深层原因在于电商企业定位、内部管理、 运作模式和专业化服务能力等方面亟待优化。为进一步优化商业银行电商化采购管 理,建议通过以下方面着手:银行方面,应完善制度体系建设,建立零星采购管理 办法、正向激励机制、使用评价机制、商品分类审核机制和议价机制;电商企业方 面,应提高专业化服务能力,做好线下服务体验、扩增商品库存、缩短定制周期、 扩增服务内容;银企双方:要转化管理理念,以供应链思维为导向,建立全面战略 合作关系。 关键词:电商化采购;商业银行;优化策略 II Abstract Inrecentyears,withthedevelopmentofInternettechnology,China'se-commerce hasdevelopedrapidly..Atthesametime,China’seconomicdevelopmenthasentereda “newnormal”,domesticcommercialbanks’profitshavedeclined,growthhasslowed down,andthecontrolovercostandexpenditurehasbecomeincreasinglyurgent.Inthe procurementprocess,commercialbanksurgentlyneedtointegrateInternettechnology andreformthetraditionalprocurementmodeltoachievethegoalofsavingprocurement costs,improvingworkefficiencyandimprovingoverallcompetitiveness.The AgriculturalBankofChinatooktheleadinlaunchingthee-commerceprocurement modelintheindustry,effectivelysolvingthepainpointsinthetraditionalprocurementof banks,butencounteredmanyproblemsintheprocessofpromotingthee-commerce procurementmodel.Studyingtheoptimizationstrategyofe-commerceprocurement modeofdomesticcommercialbankswillhelptoimprovetheefficiencyofprocurement workandbetterservethedevelopmentstrategyofcommercialbanks. ThisstudyusestheexampleoftheAgriculturalBankofChinaQBranchtoanalyze theproblemsfacedbythee-commerceprocurementmodelandproposecountermeasures foroptimization.First,summarizethepurposeandsignificanceoftheresearch, summarizetheresearchtrendsathomeandabroad,andclarifythecontentoftheresearch andthemainproblemstobesolved.Secondly,itsummarizesandanalyzestheories relatedtosupplychainandprocurementmanagement,andinterpretssupplychain, supplychainmanagement,procurementmanagementandagriculturalbankprocurement managementmode.Thirdly,withtheexampleofQBranch,analyzethecurrentsituation ofthee-commerceprocurementmanagementoftheAgriculturalBank,findoutthe existingproblemsandanalyzethecauses.Finally,thepaperputsforwardthe countermeasuresfortheoptimizationofthee-commerceprocurementmodelofthe AgriculturalBank. ThroughtheresearchonthecentralizedprocurementoftheGeneralMall,whichhas III beenputintooperationbytheAgriculturalBank,thee-commerceprocurementmodelof theAgriculturalBankofQBranchhasproblemssuchascommoditydistributionand serviceseparation,narrowservicecontent,commoditymanagementisnotinplace, emergencypreparednessisinsufficient,andofflineserviceexperienceisinsufficient. Theseissuesreflecttheneedfore-commerceplatformtooptimizeintermsofenterprise positioning,internalmanagement,operationalmodeandprofessionalservice capabilities.Inordertofurtheroptimizethee-commerceprocurementmanagementof commercialbanks,itisrecommendedtoproceedthroughthefollowingaspects:Interms ofbanks,weshouldimprovethesystemconstruction,establishsporadicprocurement managementmethods,positiveincentivemechanisms,useevaluationmechanisms, commodityclassificationreviewmechanisms,andbargainingmechanisms.For e-commercecompanies,theyshouldimprovetheirprofessionalservicecapabilities,do offlineserviceexperience,expandcommodityinventory,shortencustomizationcycles, andexpandservicecontent.Bothbanksande-commercecompanies:totransform managementconcepts,takesupplychainthinkingastheguide,andestablisha comprehensivestrategicpartnership.
