近年来,因顺应供给侧结构改革浪潮,我国冷链物流行业在国家利好政策的 推动下受到前所未有的高度关注。为促进行业发展,中央和地方政府相继出台了 冷链方面的诸多政策,冷链物流进入快速发展期,相关技术的不断完善,但行业 整体水平处于初级阶段的问题仍很突出。分析贵州农产品冷链物流的发展现状, 冷链物流基础设施设备不完善、产地“预冷”意识缺乏、冷链物流标准化程度不 高,这些问题反映出贵州省的冷链物流行业还属于起步阶段,面临着巨大挑战。 如何整合战略发展建设完善的冷链物流一体化体系,发展壮大贵州省冷链物流产 业成为XDWL集团助力贵州经济发展的一项重要课题。 本文围绕冷链物流在农产品方面的发展情况,综合考虑整个过程中相互衔接 产生的问题,以加快推进贵州农产品流通现代化,大力推动贵州农业农村产业纵 向发展,通过冷链物流体系建设,搭建现代化农产品冷链仓储物流体系,实现农 产品产后分级、包装、预冷、冷藏运输,解决农产品销售中的突出问题,打通农 产品供应链并完善农产品流通体系,从而健全农产品产销稳定衔接机制。通过企 业战略有关的理论作为本文有力的理论基础支撑,战略分析方法使用了外部环境 分析包括宏观(PEST分析法)环境和微观(行业和市场)环境进行分析;内部 环境分析包括企业资源、企业文化、企业能力分析进行研究。战略制定与选择的 工具上使用SWOT分析法,详细剖析XDWL集团在优势、劣势、机会、威胁(挑 战)具体的四个方面发展冷链物流的四种战略组合,得出SO扩张战略组合较为 适合XDWL集团冷链物流的发展,对采用供应链型冷链物流发展战略理顺了思 路。以供应链型冷链物流带动相关各个产业板块的发展和转型升级及运输业态的 改变,同时实现“商贸与智慧物流”是XDWL集团冷链物流必由之路。依据发 展战略确定了战略定位、战略目标和战略布局,通过确定发展的时间和方向,更 加清晰了战略路线和布局。 本文对于国有企业推动贵州农业发展及相关产业板块的结构进一步优化调 整,促进农民提高生产率增加更多的收益,帮助贵州打赢脱贫攻坚实现伟大中国 梦均具重要的现实意义。同时,提出供应链型冷链物流在发展中所需的各种保障 机制,针对国内国有企业的发展问题进行梳理,对农产品冷链物流的发展能够产 生一定的参考作用。 关键词:供应链型、冷链物流、XDWL集团、发展战略 Abstract Inrecentyears,duetoadaptingtothewaveofsupply-sidestructuralreforms,my country'scoldchainlogisticsindustryhasreceivedunprecedentedhighattention undertheimpetusoffavorablenationalpolicies.Inordertopromotethedevelopment oftheindustry,thecentralandlocalgovernmentshavesuccessivelyissuedmany policiesonthecoldchain.Coldchainlogisticshasenteredaperiodofrapid development,andrelatedtechnologieshavebeencontinuouslyimproved.However, theproblemthattheoverallleveloftheindustryisattheinitialstageisstillvery prominent.Analysisofthedevelopmentstatusofcoldchainlogisticsofagricultural productsinGuizhou.Thecoldchainlogisticsinfrastructureequipmentisimperfect, thelackofawarenessof"pre-cooling"intheorigin,andthecoldchainlogistics standardizationdegreeisnothigh.Theseproblemsreflectthatthecoldchainlogistics industryinGuizhouProvinceisstillinitsinfancy.,Facinghugechallenges.Howto integratestrategicdevelopment,buildaperfectcoldchainlogisticsintegrationsystem, anddevelopandexpandthecoldchainlogisticsindustryinGuizhouProvincehas becomeanimportantissueforXDWLGrouptohelpGuizhou'seconomic development. Thispaperfocusesonthedevelopmentofcoldchainlogisticsinagricultural products,comprehensivelyconsiderstheproblemsarisingfromtheinterconnectionin thewholeprocess,toacceleratethemodernizationofthecirculationofagricultural productsinGuizhou,vigorouslypromotetheverticaldevelopmentofagriculturaland ruralindustriesinGuizhou,throughtheconstructionofcoldchainlogisticssystems, buildmodernagriculturalproductsThecoldchainwarehousingandlogisticssystem realizesthepost-productiongrading,packaging,pre-coolingandrefrigerated transportationofagriculturalproducts,solvestheoutstandingproblemsinagricultural productsales,opensuptheagriculturalproductsupplychainandimprovesthe agriculturalproductcirculationsystem,thusimprovingthestableconnection mechanismofagriculturalproductproductionandmarketing.Asastrongtheoretical foundationsupportedbythetheoryofcorporatestrategy,thestrategyanalysismethod usesexternalenvironmentalanalysisincludingmacro(PESTanalysis)environment andmicro(industryandmarket)environmentforanalysis;internalenvironmental analysisincludescorporateresources,corporateculture3.Researchonenterprise capabilityanalysis.TheSWOTanalysismethodisusedinthestrategyformulation andselectiontoolstoanalyzetheXDWLGroup’sfourstrategiccombinationsofcold chainlogisticsdevelopmentinfourspecificaspectsofadvantages,disadvantages, opportunitiesandthreats(challenges),anditisconcludedthattheSOexpansion strategycombinationismoresuitableThedevelopmentofXDWLGroup'scoldchain logisticshasstraightenedouttheideaofadoptingasupplychaincoldchainlogistics developmentstrategy.Supplychain-typecoldchainlogisticsdrivesthedevelopment, transformationandupgradingofrelatedindustrialsectorsandchangesin transportationformats,whileachieving"commerceandsmartlogistics"isthe inevitablewayforXDWLGroupcoldchainlogistics.Basedonthedevelopment strategy,thestrategicpositioning,strategicobjectivesandstrategiclayoutwere determined.Bydeterminingthetimeanddirectionofdevelopment,thestrategicroute andlayoutweremoreclearlydefined. Thisarticlehasimportantpracticalsignificanceforthestate-ownedenterprisesto promotethedevelopmentofGuizhou'sagriculturaldevelopmentandthestructureof relatedindustrysectorstofurtheroptimizeandadjust,promotefarmerstoincrease productivityandincreasemoreincome,andhelpGuizhoutoovercomepovertyand realizethegreatChinesedream.Atthesametime,itproposesvariousguarantee mechanismsforthedevelopmentofsupplychaincoldchainlogistics,andsortsout thedevelopmentproblemsofdomesticstate-ownedenterprises,whichcanhavea certainreferenceroleforthedevelopmentofagriculturalcoldchainlogistics.
