I 摘要 近年来随着国际经济环境逐渐恶化,我国作为国际贸易大国受其影响经济增长速度 也开始放缓,进而导致我国的能源需求放缓。作为我国主要能源供应的煤炭行业在经历 了高速发展后也开始回落,特别是随着我国加大进口煤炭的冲击、增加天然气、风能、 水能等清洁能源投入使用,煤炭行业出现产能过剩,煤炭价格急剧下滑,导致众多煤炭 企业经营出现问题,甚至有些企业已经走向破产的边渊。作为陕西省最大的煤炭企业, 陕西延长石油矿业有限责任公司经过近十年的发展,已经形成以煤炭开发、利用为主的 大型能源公司,但受行业发展放缓、国家去产能政策的影响,陕西延长石油矿业有限责 任公司要想进一步发展壮大,就必须在国家政策的背景下、结合自身资源和优势,制定 其发展战略。 基于此,笔者根据企业实际情况结合相关理论,对陕西延长石油矿业有限责任公司 的发展战略进行了研究。首先,通过梳理现有研究文献总结了企业战略和企业发展战略 的概念和发展战略制定的步骤,并对现有研究中常用的分析工具进行总结,目前战略分 析常用的分析工具包括PEST分析法、五力分析模型、SWOT分析模型,以及对国内外 的研究现状进行总结和评述。其次,阐述了延长矿业公司的基本情况以及发展现状,本 文从人力资源、产业能力、科技创新能力、财务状况等四个方面分析了公司的发展现状。 再次,从宏观环境和行业环境两个方面对延长矿业公司的外部发展环境进行了分析,在 分析时采用了PEST分析法和五力分析模型。再次,采用采用SWOT分析法对延长矿业 公司的战略选择进行分析,经过分析可知,延长矿业公司应选择SO战略,即发挥优势、 利用机会,充分发挥公司现有的资源、政策等方面的优势,并结合现有的市场机会,将 公司做大做强。最后,对延长矿业公司发展战略实施的总体思路、基本原则、实施措施 和保障措施进行系统分析,其中发展战略实施措施包含推进依法合规治企进程、获取优 质矿产资源、加快实施千万吨级大型煤矿集群建设、积极实施清洁高效煤炭利用项目、 大力推行安全绿色开采、持续提升创新驱动能力等六个方面。 本文对延长矿业公司发展战略的研究过程以及研究结论可为公司管理层确定延长 矿业公司的发展战略提供参考,同时也为行业内其它公司研究其发展战略提供参考和借 鉴。 关键字:矿业公司, 企业发展战略, SWOT分析, 五力分析模型 ABSTRACT III ABSTRACT In recent years, as the international economic environment has gradually deteriorated, China's economic growth as a major international trading country has also begun to slow down, which in turn has led to a slowdown in China's energy demand. As the main energy supply of China, the coal industry has begun to fall after experiencing rapid development. In particular, as China increases the impact of imported coal and increases the use of clean energy such as natural gas, wind energy and water energy, the coal industry has overcapacity and coal prices have fallen sharply, causing problems in the operation of many coal companies. Even some companies have gone to the edge of bankruptcy. As the largest coal enterprise in Shaanxi Province, Shaanxi Yanchang Petroleum Mining Co., Ltd. has formed a large-scale energy company based on coal development and utilization after nearly ten years of development. However, affected by the slowdown of the industry and the country's capacity-removal policy, if Shaanxi Yanchang Petroleum Mining Co., Ltd. wants to further develop and grow, it must formulate its development strategy in the context of national policies and combine its own resources and advantages. Based on this, the author based on the actual situation of the enterprise combined with relevant theories, studied the development strategy of Shaanxi Yanchang Petroleum Mining Co., Ltd. First, summarize the concepts of corporate strategy and corporate development strategy and the steps of development strategy by combing the existing research literature. And summarize the analysis tools commonly used in existing research. The analysis tools commonly used in current strategic analysis include PEST analysis, five-force analysis model, and SWOT analysis model. And summarize and comment on the research status at home and abroad. Secondly, it expounds the basic situation and development status of the extension mining company. This paper analyzes the development status of the company from four aspects: human resources, industrial capabilities, technological innovation capabilities, and financial status. Thirdly, it analyzes the external development environment of the mining company from the macro environment and the industrial environment. PEST analysis and five-force analysis model were used in the analysis. Fourthly, the SWOT analysis method was used to analyze the strategic choice of the extended mining company. After analysis, it is known that the extension mining company should choose the SO strategy, that is, to take advantage of and take advantage of opportunities. Finally, a systematic analysis of the overall ideas, basic principles, implementation measures and safeguard measures for the implementation of the development strategy of the mining company was carried out. Among them, the development strategy implementation measures include promoting the process of compliance with laws and regulations, obtaining high-quality mineral resources, accelerating the construction of large-scale coal mines of 10 million tons, actively implementing clean and efficient coal utilization projects, vigorously promoting safe green mining, and continuously improving innovation drive capabilities. The research process and research conclusions of this paper on extending the mining company's development strategy can provide reference for the company's management to determine the development strategy of the mining company. At the same time, it also provides reference and reference for other companies in the industry to study their development strategies.
