冷战结束后,美苏两大阵营的对峙宣告结束,世界进入相对和平时期,这为经 济全球化创造了外部条件。跨国公司的全球化经营战略调整,又为经济全球化奠 定了良好的微观运行基础。和平共处与共同发展,已成为各国政府和全世界人民的 美好愿望,在此背景下,世界各国尤其是美国、俄国,开始裁军和削减军费,对原 有的国防工业和军事经济进行调整和改革,推进军民融合的发展。从而在世界范 围内形成军转民热潮,以分享冷战结束后的“和平红利”。美国率先将军事领域 的先进军工技术转为民用技术,借此机会美国对大量国防工业进行并购重组或将 其转为民用企业,推行“军民一体化”。随后,世界各国纷纷掀起了国防工业向 军民融合转化的热潮。在这种背景下,我国国有军工企业军民融合的取向构成了 本论文研究的主要目的。这对国有军工企业未来的发展具有非常重要的现实意义。 本文首先详细地阐述选题背景和选题意义,并对国内外相关文献进行了综述 和整理,提出本文研究的对象和研究价值;对 LS 集团未来的军民融合发展做了前 瞻性的分析研究,通过对 LS 集团军民融合发展道路的梳理,得出的主要结论是军 民融合实现形式具有多样性和阶段性,“军转民”是军民融合发展的初级阶段,“军 民一体化”是军民融合发展的高级阶段。军民融合由“军转民”到“军民一体化” 是一次制度变迁过程。论证了国有军工企业必须先走“军民一体化”发展道路,再 探索具有中国特色军民融合发展创新模式的观点。基于 LS 集团军民融合发展相关 理论的梳理和阐释,形成本文研究的理论基础;进而着重分析 LS 集团军民融合发 展演变阶段以及不同发展阶段呈现出的特点,理清了企业军民融合发展状况;通 过文献研究、现场访谈和分析总结等方法指出了 LS 集团军民融合发展存在的主要 问题并深入地剖析问题产生的原因,最后提出 LS 集团军民融合发展的对策建议, 同时也对其它同类企业改进具有一定的参考价值。 关键词,军民融合;军转民;军民一体化ABSTRACT After the end of the Cold War, the confrontation between the two camps of the United States and the Soviet Union came to an end, and the world entered a period of relative peace, which created external conditions for economic globalization.The adjustment of global management strategy of multinational corporations has laid a good micro-operation foundation for economic globalization.Peaceful coexistence and common development have become the good wishes of governments and people all over the world. Under this background, around the world, especially the United States and Russia, have begun to disarm and reduce military expenditures, readjust and reform the original defense industry and military economy, and promote the development of military-civilian integration.In order to share the peace dividend after the end of the Cold War, a worldwide military conversion boom was formed.The United States took the lead in converting the advanced military industry technology in the military field to civilian use, and took this opportunity to merge and reorganize a large number of national defense industries or convert them to civilian industries, thus promoting military-civilian integration.Subsequently, countries around the world set off a national defense industry to the integration of military and civil upsurge.In this context, the military-civilian integration of state-owned military enterprises constitutes the main purpose of this paper.This is of great practical significance to the future development of state-owned military enterprises. In this paper, the background and significance of the selected topic are expounded in detail, and the related literature at home and abroad is summarized and sorted out, and the object and value of this study are put forward.;This paper makes a prospective analysis and research on the future development of military and civil integration of LS Group, By combing the development path of military and civil integration in LS Group, the main conclusion is that the realization forms of military and civil integration are diversified and phased,The conversion of military to civilian is the primary stage of the integration of military and civilian, and the integration of military and civil is the advanced stage of the integration of military and civil.The integration of military and civilian from military to civilian is a process of institutional change, it is demonstrated that the state-owned military enterprises must first take the road of military and civilianintegration and then explore the innovative mode of military and civilian integration development with Chinese characteristics.Based on the combing and explanation of the theory of military and civil integration development of LS Group, the theoretical basis of this paper is formed;Furthermore, the paper analyzes the evolution stage of military and civil integration in LS Group and the characteristics of different development stages, clarifies the development situation of military and civil integration in enterprises; Through literature research, field interviews and analysis and summary, this paper points out the main problems existing in the development of military and civil integration in LS Group, and analyzes the causes of the problems in depth.Finally, the countermeasures and suggestions for the development of military and civil integration in LS Group are put forward, and also have some reference value for the improvement of other similar enterprises.
