云南省电力设计院作为专业的电力勘察设计企业,主要从事电网、火力发电以及新

能源项目的咨询、规划、勘察设计以及总承包等业务,其业务主要集中在云南省范围内,

目前隶属于创建于中国能源建设集团有限公司。经过50多年的发展,云南院已成为云

南省顶尖并在在国内享有一定的声誉的电力勘察设计企业。

近年来,我国的电力工业发展迅猛,发电装机容量、发电能力以及电网规模均居世

界第一,已成为当之无愧的电力工业第一强国。伴随着电力工业的飞速发展,国内的电

力勘察设计企业在此期间也得到了快速的发展。但随着经济的减速,电力发展阶段性顶

峰趋近,新增电力项目快速下降,传统的勘察设计业务存在着大幅萎缩的可能性。与此

同时,电力体制改革也不断推进,电力行业内的结构也不断变化。在这些因素的影响下,

电力勘察设计企业面临着巨大的挑战,面对新的行业环境和市场环境,如何适应并从中

找到企业发展的机会,让企业充分发挥其自身优势继续健康地发展,急需通过研究并确

定企业的发展战略。

本文对云南院所面临的宏观外部环境、行业环境以及云南院内部资源、核心能力做

了详细的分析。通过对外部环境和内部环境分析,找出企业面临的机会与威胁,自身拥

有的优势与劣势,在此基础上运用SWOT分析方法确定云南院的企业发展战略为:立

足云南,面向国际,打造国内一流、国际知名的以设计为龙头的工程公司。

Study on Development Strategy of Yunnan Electric Power Institute

Abstract

Yunnan Power Design Institute (short asYNPD ) is a professional electric power survey

and design enterprise, primarily engaged in consulting, planning, design and general

contracting services of power grid,thermal power and new energy projects, which are mainly

in the area of Yunnan province. Now YNPD is a part of the China Energy Engineering Group

Co .Ltd. And after 50 years of development,it has become the first-class electric design

institution in Yunnan and enjoys a great reputation in the domestic electric engineering

industries.

In the past few years,there is a great boost of Chinese power industries, such as

generation capacity, generating capability and grid scale have elevated to the first rank in the

world,which consequentially makes China to be the power giant in the world. And with the

rapid development of electric industry, electric power survey and design enterprises have

made rapid development in this period. However, as the economic slowdown, the electric

power has periodically got the peak, the quantity of new power projects goes downhill quickly,

the traditional business of electric power survey and design enterprises is more likely to

shrinkage. At the same time, Along with the deepening of electric power system reform, the

structure of the electric power industry is constantly changing, It's become a huge challenge

for electric power survey and design enterprises in these new Industry environment and

market, that How to adapt the new conditions and then find opportunity to develop, which can

make the enterprises healthily and sustainedly develop. So it's badly in need of research

and formulating scientific enterprise development strategy.

In this paper,Author made the detailed analysis of External macro-environment, Industry

conditions, internal resources and core competence of YNPD. Based on the analysis of

the external and internal circumstances, Author also found out the opportunities,

threats, strengths and weaknesses of their own company, then with applying the SWOT-model,

summarized the development strategy of YNPD as “Based in Yunnan, facing the world, to

create the famous first-class design oriented engineering company in China”.
